This is a fixed term appointment with option to renew for an initial period of 3 (three) years following Section 3.1 (b) of Administrative Order No. 2.01 (“Recruitment and Appointment’). This appointment is not convertible to a regular appointment. . After the initial fixed period, ADB has the option to renew the appointment for up to three years or allow it to expire. This decision is based on ADB’s overall interest in retaining the skills and experience of the staff for medium-term work program within the respective group, department, or office, while considering the availability of funding sources.

The position is assigned in the Armenia Resident Mission (ARRM) within the Central and West Asia Department (CWRD). CWRD is responsible for maintaining client relations and delivering ADB assistance to countries in the Central and West Asia region. ARRM’s responsibilities include country strategy and program formulation; coordination of ADB's activities with the government, donors, NGOs, academic institutions, private sector, and other members of civil society; economic and sector work; programming support; project administration support; country reporting; financial and administrative activities; and external relations and information dissemination.

Job Purpose The Associate Project Officer performs a full range of project operations assignments in various sectors with a particular focus on projects that address Armenia’s infrastructure gap. The incumbent is expected to manage administration of assigned projects and participate in project processing to support operations and sector work of ARRM ; compile and analyze information and development trends in the sector in Armenia; support effective dissemination of knowledge products; build a strong network with government counterparts in the Ministry of Territorial Administration and Infrastructure and other key ministries; identify opportunities for public-private partnerships (PPPs) and other private-sector investments in infrastructure; and coordinate technical assistance processes and staff consultancies engagements. The incumbent will report to designated International Staff.

Responsibilities

A. Strategy and Planning • Participates in policy dialogue toward policy and institutional reforms to address Armenia’s infrastructure gap and improve the performance of ADB’s portfolio. • Participates in country programming activities by identifying opportunities for operational strategies to be reflected in country programming documents.

B. Project & Technical Assistance (TA) Preparation and Administration • Assumes the lead role in the processing, appraisal and administration of specific loans and TAs. • Takes initiative and responsibility to engage with ARRM, other relevant ADB Headquarters (HQ) units, ADB field offices, government agencies, development partners, private sector partners, and other stakeholders to facilitate formulation, processing, administration and monitoring of ADB-financed loan and TA projects. • Identifies issues and take actions to address them through interactions with executing agencies (EAs), contractors, consultants, and project beneficiaries; prepares measures to address the issues and implements the measures. • Prepares and reviews internal documents including for procurement including draft technical designs and cost estimates, extension of loan closing dates, reallocation of loan proceeds, changes in scope and implementation arrangements, and other project administration tasks.

C. Sector Work • Assists in conducting research; updating sector information; analyzing financial, institutional or economics uses; and preparing reports. • Where required, acts as the focal point for the assigned sector(s) and maintains close relationships with the relevant government agencies and HQ staff.

D. Knowledge Sharing • Participates in and contributes to internal and external training and conferences on the various sectors and other activities for advocacy, dissemination, and knowledge building.

E. Private Sector • Supports policy dialogue on creating a conducive environment for private sector investments and PPPs in infrastructure. • Supports developing business development opportunities for PSOD and PPP infrastructure projects.

F. Other Operational Support • Organizes and conducts training workshops for EAs in areas relating to procurement and project administration and management. • Performs other duties that may be assigned and reflected in the incumbent’s work plan.

Qualifications

Relevant Experience & Requirements • Bachelor’s degree in engineering, procurement, environmental science, economics, or other relevant fields; preferably with advanced training. • At least 6 years of relevant professional experience in contract management, construction management, project management, and project implementation. • Experience and knowledge of various stages of the project cycle (project planning / feasibility analysis / detailed design / project implementation / construction supervision / contract management). • Knowledge of government administrative systems and procedures. • Familiarity with accepted best practices of project management, contract management, procurement, and disbursement processes. • Association for Project Management Group (APMG) Certified Public-Private Partnerships Professional (CP3P) credentials are an advantage; a successful candidate without CP3P credentials should earn them within the initial 3-year term. • Excellent report-writing and communication skills in English. • Able to mentor junior Administrative Staff (AS) to facilitate work planning, delivery, and quality review. • Able to liaise and work effectively with government officials. • Able to work collaboratively with teams as a constructive team member.
