Since its establishment in mid-2016, the WHO Health Emergencies Programme (WHE) has radically reformed the way the Organization works in emergencies. This new way of working with countries and partners helps build the capacities required to mitigate, prepare, rapidly detect, respond to, and recover from emergencies or health threats. The programme is committed to saving lives, minimizing suffering, and providing relief from emergencies due to all hazards that pose risks to the health and well-being of the populations living in the EMR.

The Eastern Mediterranean Region (EMR) is prone to multiple emergencies from all hazards – infectious, man-made, natural, and technological. The region represents 9 percent of the world’s population, is home to 38 percent of the overall humanitarian burden, and is the source of more than half (55 percent) of the world's refugees – most of these needs have been driven by conflict. The unprecedented droughts in Somalia/Horn of Africa, massive floods in Pakistan, Libya, and earthquakes in Syria, Morocco and Afghanistan have highlighted the risks such events pose in the region. The region has also witnessed a convergence of crises in many countries, e.g., Afghanistan, Somalia, Yemen, oPt, Syria and Sudan - all have experienced multiple outbreaks, recurrent natural disasters, conflict, and displacement.

EMR is currently facing emergencies on a scale and frequency that is unprecedented in modern history. The programme is currently responding to 20+ converging emergencies across the region including the recent floods in Libya, earthquakes in Afghanistan, escalation of a Cholera outbreak in Sudan on the back of an ongoing conflict in the country, cholera outbreaks in 8 other countries, earthquake in Morocco and the recent escalation of conflict in oPt, which has the potential of spilling over to neighboring and other countries in the region.

The programme needs the support of 2 international volunteers to fulfil the project management needs in the Directors' office as well as the Emergency Operations (EMO) unit. The incumbents will directly report to the Regional Emergency Director and Programme Area Manager (PAM) of the EMO unit, and will assist the Project officer in providing project management support in the implementation of technical and operational plans to ensure the effective achievement of the objectives of the programme.

Under the direct supervision of the Director of WHO's Health Emergencies (WHE) Programme and Programme Area Manager (EMO) and in continued collaboration with the Programme Management Officer (PMO), the Project management associate will support the PM functions in WHE EMR. The incumbents will work closely with the Project Officer and will collaborate with other team members on all aspects of the implementation of the projects. The incumbent will have contact with a broad range of staff at WHO EMRO including other all WHE EMRO units.

• Develop and maintain sound coordination and collaboration mechanisms and relationships with all WHE EMR colleagues.

• Collaborate with technical team leads and other teams in the development, implementation, monitoring and reporting of the technical and operational work plans.

• Use designated resources to achieve objectives and results for all assigned projects, while ensuring compliance with project management principles.

• Assist the Project officer in drafting necessary documentation, presentation, and reports required by the Director/PAM EMO.

• Attend meetings, take meeting notes, document and share APs and ensure robust follow-up of agreed action with colleagues across all WHE units; Develop and maintain trackers/Dashboards to keep track of AP..

• Contribute to the design of logic models, performance measurement frameworks, monitoring and evaluation plans, as well as survey tools and other M & E instruments.

• Support the project officer in drafting mid-term and final reports needed by the Director's office / PAM EMO.

• Support the project officer in preparing project summaries (briefs) highlighting the results of the projects, the learnings and the implications in terms of best practices.

• Support the coordination of, consolidation and dissemination of improved information and knowledge management within the team for the purposes of monitoring evaluation, and learning.

• Assist the project officer in maintaining and running the recently established WHE CoP (comprising of MS Teams channels and SharePoint site).

• Perform any other tasks assigned by the Director or PAM EMO.

• project management and/or monitoring and reporting functions with at least 1 year of exposure to emergencies or development programmes. • Master degree or equivalent. • Experience working in the UN, and other international development organizations is desirable. • Certification/training in Project Management and/or results-based management of projects/programmes. • Excellent oral and written skills; excellent drafting, formulation, and reporting skills. • Excellent interpersonal skills; culturally and socially sensitive; Emotionally intelligent. • Familiarity with PM tools e.g., MS Project, click up. • Ability to organize logistics for events or conferences • Ability to work in fast-paced environments. • Adapt professionally and effectively in challenging and stressful working environments. • Ability to work effectively in a multicultural team of international and national personnel. • Solid overall computer literacy, including proficiency in various MS Office applications (Excel, Word, PowerPoint, SharePoint, teams etc.) and email/internet. • Self-motivated, ability to work with minimum supervision; ability to work with tight deadlines; • Have affinity with or interest in emergency management and humanitarian action as well as volunteerism as a mechanism for durable development, and the UN System.
