IIEP was established in 1963 as an integral part of UNESCO. It supports ministries of education around the world and other key actors to plan and manage education systems through its programmes of training, technical assistance, policy research and knowledge sharing. **OVERVIEW OF THE FUNCTIONS OF THE POST** ----------------------------------------- Under the overall authority of the Director of IIEP, the general supervision of the Team Leader, Research and Development, the immediate supervision of the Programme Specialists in charge of the research programmes mentioned in section B below, and within the framework of the Institutes’ Medium-Term Strategy, the incumbent will perform the following duties and responsibilities: **1. In collaboration with the Programme specialists, contributes to the design, implementation, management and dissemination of the research programmes on a) Decentralization and b) Teacher management** - Contributes to the conceptualization of the research programmes and to the design of methodology and tools; - Contributes to bi-annual budget reviews; - Controls the quality of research products through rounds of reviews; Writes research reports and contributes to IIEP publications; - Oversees the work of national and international staff as requested for the implementation of the research programmes; - Contributes to the design of the communication and dissemination strategies of the research programmes, and liaises with IIEP’s Information Services team; - Contributes to the dissemination of research findings through participation in national and international conferences; - Contributes to fund raising for research, and develops partnership agreements; Collaborates in applying to calls for grants; - Conducts field missions to manage/monitor research work. **2. Participates in the work of the R&D team.** - Works effectively with and supports colleagues, fostering a positive and collaborative environment; - Contributes to the reflection and design of the R&D MTS strategy. ​​​​​​​ **​​​​​​​3. Delivers training in the context of the IIEP Advanced Training Programme (ATP), in particular in the area of decentralization of education and teacher management.** - Co-coordinates the specialized course on the “Organization and management of the education sector: Systems and institutions” (EPM311) and contributes to courses on teacher management; - Contributes to the development of training materials, teaches, and supervises and assesses research papers prepared by participants in IIEP training courses; - Moderates IIEP’s Virtual Campus for online courses ; - Contributes to the reflection on ATP and Education Sector Planning (ESP) courses. ORGANIZATIONAL SETTING ----------------------- **4. Provides technical advice and assistance to beneficiary country officials and other partners through field missions and from a distance. Participates in technical cooperation projects with specific decentralization of education and teacher management components.** **5.
