Org. Setting and Reporting

This position is located in the Regional Office for West and Central Africa (ROSEN), Division for Operations (DO), United Nations Office on Drugs and Crime (UNODC) with duty station in Dakar, Senegal. The incumbent will work under the direct supervision of the Programme Coordinator (Sahel Region) and the overall guidance of the UNODC Regional Representative, ROSEN. Responsibilities

Within assigned authority, the Associate Programme Officer (Planning and Monitoring) will be contribute to the proper planning of activities executed as part of the Sahel Programme, the monitoring of progress achieved in line with the Programme’s logical framework and the internal and external communications related to results achieved as a consequence of the Programme’s implementation. The Associate Programme Officer (Planning and Monitoring) will assist in carrying out liaison and coordination functions, in consultation with other UN agencies, other UNODC field offices and with UNODC headquarters. The incumbent will perform the following specific tasks: • Provide support to the Programme Coordinator (Sahel Region) on programme development and delivery, and assist in identifying and implementing approaches and techniques to achieve programme targets on time. • Contribute to the coordination and monitoring of activities undertaken by the Office, and as member of a team assist in ensuring that substantive work programmes and programmed activities are carried out in a timely fashion. • Provide support in quality assurance and in reviewing programme and project documents and contribute to results-based management and evaluation. • Provide technical support to project coordinators and experts in project planning and assist with monitoring and evaluation of the regional/country programme. • Promote knowledge management ensuring access to best available expertise and facilitate organizational learning of the UNODC Sahel Programme and its components. • Contribute to the overall resource mobilization efforts with a focus on the Sahel Programme and assist in ensuring that UNODC mobilizes the support needed to fulfill its mandate. • Assist in identifying partnership options and opportunities at country and regional levels, with local stakeholders, UN agencies, and development partners; interact and assist in providing advocacy work with government counterparts, donor community, international financial institutions and the United Nations. • Participate in meetings, seminars, etc. on behalf of the Office, as and when required. • Contribute to the collection and analysis of data as well as identification of trends or patterns and provide draft insights through graphs, charts, tables and reports using data visualization methods for data-driven planning, decision-making, presentation and reporting. • Prepare various written outputs, documentation, analysis and reports and coordinate timely submission of those prepared by others. • Perform other work-related duties as required.

An advanced university degree (Master’s degree or equivalent) in law, criminology, management, business administration, public administration, political or social sciences, economics, international relations or a related field is required. A first-level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. A first-level university degree and no experience will be accepted for candidates who have passed the United Nations Young Professionals Programme Examination (YPP), the United Nations National Competitive Recruitment Examination (NCRE) or the General Service to Professional Examination (G to P).

Work Experience

A minimum of two years of progressively responsible professional work experience in an area relevant to drug control and crime prevention in a governmental, multilateral or civil society organization preferably in a multi-cultural setting OR the successful completion of the Young Professionals Programme Examination (YPP), the United Nations National Competitive Recruitment Examination (NCRE) or the General Service to Professional Examination (G to P) is required. Work experience in programme monitoring or reporting is desirable. Work experience within the United Nations system or similar international organization is desirable. Experience in data analytics or related area is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English and French is required. Knowledge of other official United Nations official languages, or languages spoken in the region, is an advantage.

This temporary position is currently available for a period of six months. Actual filling of this position and actual duration of the assignment is subject to availability of funding.
