Org. Setting and Reporting This position is located in the United Nations Interregional Crime and Justice Research Institute (UNICRI), within its Centre for Artificial Intelligence and Robotics located in the Hague, the Netherlands. The Associate Programme Officer (Artificial Intelligence and Law Enforcement) will work under the direct supervision of the Programme Officer heading the Centre for Artificial Intelligence and Robotics and the overall guidance of the Senior Programme Officer and Deputy Director of UNICRI.

Responsibilities Within assigned authority, the Associate Programme Officer (Artificial Intelligence and Law Enforcement) will specifically contribute to the Centre’s work on Artificial Intelligence and Law Enforcement and will be responsible for the following specific duties:

  • Provide logistic and substantive support to design, development and implementation of knowledge development and capacity-building activities (such as expert group meetings, consultation sessions, training courses and focused workshops), assisting notably in the preparation and review of relevant documents and reports as required; participate in the identification of problems activities and issues to be addressed that may affect these activities and provide recommendations for corrective actions, tracking follow-up actions.
  • Assist in coordinating activities related to the management of projects, in particular in terms of the preparation and submissions of annual and quarterly progress reports, the preparation and review of programmes of work, internal UNICRI reporting requirements pertaining to ongoing projects, as well as the development of proposals and concept notes for new and related programme activities.
  • Assist in carrying out and reviewing research on selected aspects of programme activities, particularly focusing on the legal and policy implications, and ensuring that programme activities are tailored to and sensitive to relevant trends and developments.
  • Liaise and interact with key partners in the law enforcement community, as well as non-law enforcement stakeholders in industry, academia and civil society, that play a role in UNICRI’s work on AI and law enforcement, in furtherance of the programmes and project activities.
  • Participate in and review survey initiatives; assist with the design of data collection tools; issue data collection tools, analyze and interpret responses, identify problems/issues and prepare preliminary conclusions.
  • Contribute to outreach activities and external engagement on behalf of the programme, delivering presentations on identified topics/activities.
  • Participate in field missions, including provision of substantive and administrative support, data collection, etc.
  • Collect and analyze data, including evidence, to identify trends or patterns and provide insights to enable data- or evidence-driven planning, decision-making, presentation and reporting.
  • Perform other work-related duties upon request.

    Education An advanced university degree (Master's degree or equivalent) in criminology, law, international security, international relations, political science, or other relevant discipline, is required. A first-level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. A first-level university degree and no experience will be accepted for candidates who have passed the United Nations Young Professionals Programme Examination (YPP), the United Nations National Competitive Recruitment Examination (NCRE) or the General Service to Professional Examination (G to P).

    Work Experience A minimum of two (2) years of progressively responsible professional experience in project or programme management and/or international affairs, including at least one (1) year of experience in working on international projects in the fields of new and emerging technologies, crime prevention, criminal justice, OR the successful completion of the Young Professionals Programme Examination (YPP), the United Nations National Competitive Recruitment Examination (NCRE) or the General Service to Professional Examination (G to P) is required.

    Experience with artificial intelligence and related new and emerging technologies is desirable.

    Work experience with law enforcement agencies and the development of tailored guidance and recommendations for law enforcement is desirable.

    Work experience within the United Nations system or other similar international organisations is desirable.

    Experience in analysis of data or evidence or related area is desirable.

    Languages English and French are the working languages of the United Nations Secretariat. For this position, fluency in English is required. Knowledge of another United Nations official language is an advantage.

    Assessment Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

    Special Notice This position is funded from extra-budgetary resources. The initial appointment will be for a period of one year and will be limited to service with UNICRI. Any extension of the appointment is subject to extension of the mandate and/or the availability of funds. In view of the nature of the funding of the present position, should a UN Secretariat staff member apply and be selected for this position with the Institute, such selection will be implemented on a temporary basis.
