UNHCR opened the Field Unit in Kismayo in 2015. The office, in cooperation with the other government and non-government partners, has been engaged in voluntary repatriation of refugees mainly from Kenya, protection activities and reintegration activities as well as response to internal displacement and drought response. Kismayo is a return destination for many Somali refugees in Kenya and so far, over 55,000 refugees have returned to Kismayo. Moreover, Kismayo hosts over 124,607 Internally Displaced Persons (IDPs) in numerous camps. In addition, Kismayo is prone to emergencies due to rains/floods and armed conflict. This context has resulted in many humanitarian agencies and government institutions to engage in protection and assistance delivery as well as reintegration activities. The operation started a durable solutions project in 2021 with the intention to settle 12,500 households. The humanitarian actors work under strict security conditions due to security challenges in Jubaland state

•Through a consultative process within the country and field visits, stay involved in the development of the strategies, methodologies, contingency plans that respond to new and emerging operational challenges for the country; • Support in assessing and analyzing the needs of persons of concern in a participatory manner, using an Age, Gender and Diversity (AGD) perspective as basis for planning. • Support Results Based Management and program capacity in light of evolving requirements, programming approaches and gaps. • Assist the planning process in compliance with planning parameters outlined in the Program Manual and the planning instructions. • Support the revision and analysis of plans, mid-year and year-end reports of UNHCR office(s) in the Area of Responsibility AoR), ensure quality assurance and compliance with established policies, guidelines, procedures and standards. • Oversee a timely and effective follow-up of internal and external audits observations and recommendations that relate to programmatic issues. Provide inputs for developing the country operations plan in compliance with global strategic priorities and regional priorities as well as with annual programming/planning instructions; • Assist in organization’s a consultative process to ensure a consistent application of the organization’s criteria and policies for the selection of implementing and operational partners; • Assist in training UNHCR as well as implementing partners (IP) staff in UNHCR standard procedures related to the Results Based Program (RBM) management; • Undertake field visits to evaluate and improve the planning, programming, implementation and monitoring of assistance projects; • Assist in implementing the establishment of sound monitoring processes, in reviewing final reports and on progress to advise on any corrective actions required or the need for additional resources to reach planned target levels; • Assist in keeping donor representatives briefed on developments and assist in the development of funding submissions, appeals and reports; • Assist in monitoring compliance with the organization’s resource allocation framework, providing support and assisting in corrective action where required;

Kismayo is the administrative center of Jubaland regional State. The state has been experiencing insecurity due to heavy presence of Al Shabaab (AS) armed group. However, there has been improvement in areas where ATMIS has a presence, including Kismayo town, though minor targeted attacks by AS members have been reported in these areas too. Middle Juba and some parts in Lower Juba are still scene of AS presence limiting access of humanitarian agencies and assistance to these areas. UNHCR Field Unit Kismayo office is located in United Nations Assistance Mission in Somalia
(UNSOM) compound, 1KM away from Kismayo airport. UNHCR FU Kismayo has 6 prefabs for accommodations and 4 prefabs for office space. FU Kismayo will install additional 2 combined prefabs for mini conference space and 2 prefabs for accommodation in the first half of 2023. The staff work in prefab offices. In average three colleagues are sharing one office container. Missions by international staff to the field need armed escort and national security officer. However, this is not a requirement for the field missions by national staff. Staff reside at the UNHCR Prefabs within the UN compound. The single rooms container are furnished and include en suite bathroom, air condition, desk, fridge, bed, kettle, TV with DSTV satellite connection, Wi-Fi access, and closet. UNHCR staff have a washing machine for personal laundry in UNHCR facility. UNSOS has laundry services at cost. There is a Health clinic inside the UN compound managed by UNSOS providing basic health service for the staff and available round the clock. Staff only depend on the food, vegetables and beverages (mostly imported) provided by restaurant located in the UNSOM compound run by Ciano (an international company). Ciano also runs a bar (called Tukul) offering basic beverages and hot drinks. Social activities inside the compound are limited. Beside gym, staff can walk, gather at the Tukul, watch TV, etc. They can also play football and volleyball. Staff are required to respect a curfew and are encouraged to use “buddy-system”. Movement of international staff outside the compound in free time is strictly prohibited. Staff travel by UNSOS flights from Kismayo to Mogadishu and connect by either Ethiopian Airlines, Turkish Air, Uganda Airways and Qatar Airways. There are also UNHAS and UNSOS flights from Kismayo to Mogadishu, but regularity of the flights cannot be guaranteed. UNHCR staff have access to internet as well as PAMA. They are also issued with a portable Modem for emergency use.
