Org. Setting and Reporting

The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment.

The Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES) is an international agreement between states. Its aim is to ensure that international trade in specimens of wild animals and plants does not threaten their survival (www.cites.org). The CITES Secretariat is administered by UNEP and is located at the Geneva duty station.

Under the supervision of the CITES Chief of the Enforcement Unit and within delegated authority the incumbent will carry out the following duties:

Responsibilities

  1. Coordinate all actions required to ensure collective implementation of International Consortium on Combating Wildlife Crime (ICCWC) projects and activities: •Liaise with and provide support to the ICCWC Consortium partners, particularly ICCWC focal points of INTERPOL, the United Nations Office on Drugs and Crime (UNODC), the World Bank and the World Customs Organization (WCO); •Facilitate communication amongst the ICCWC Senior Experts Group (SEG) and Technical Experts Group (TEG) and partner agencies to promote collective and coordinated development of projects and implementation of activities; •Assist with the implementation of decisions emanating from meetings of the ICCWC SEG and TEG; prepare and / or review various project reports, i.e. draft project proposals, periodic progress reports, funding agreements, project status reports and briefing notes; monitor project implementation at all stages, including the analysis of implementation difficulties and initiating remedial action in consultation with the ICCWC SEG; •Update the ICCWC strategic plan, establish and maintain a database of enforcement operations and activities to be conducted by ICCWC partner agencies to promote effective coordination and gathering information to compile an annual report on the activities conducted under the auspices of ICCWC and by individual ICCWC partner agencies.

  2. Assist the Chief of Enforcement Unit and ICCWC Coordinator in administering the daily ICCWC related operations of the Section: •Review incoming correspondence and documents and forwarding it to the appropriate ICCWC partner agency or Secretariat staff, ensuring that prompt action is taken, and following up on status; •Prepare and / or review documents and revising documents and reports for meetings of the CITES Standing Committee and briefing notes; engaging with ICCWC partner agencies individually or collectively on behalf of the Secretariat to facilitate the implementation of ICCWC related Decisions adopted by the CITES Conference of the Parties; drafting ICCWC project and funding proposals and monitoring and arranging for the completion of CITES led or funded ICCWC projects by ensuring that all administrative functions and documents are finalized; •Liaise with CITES Management Authorities to encourage participation in ICCWC initiated or supported activities; engage with other role players i.e. Wildlife Enforcement Networks (WENs), EUROPOL or CITES Parties.

  3. Arrange and coordinate all actions required to host ICCWC meetings successfully and to raise the profile of ICCWC in various fora: •Planning and organizing or supporting activities to host side events, workshops, meetings, and seminars as agreed to by the ICCWC SEG or TEG; planning and organizing meetings and telephone conferences of the ICCWC SEG and TEG, i.e. preparing the agenda for such meetings, minute taking and preparation and distribution of all relevant documentation as may be required prior to and after the meeting; •Representing the CITES Secretariat in international meetings; prepare and/or review ICCWC media releases in consultation with the ICCWC and the CITES Secretariat media relations officer; •Developing, updating, improving and expanding the ICCWC website; and developing, improving and updating ICCWC banners, fact sheets, brochures, and manuals.

  4. Contributes to the collection and analysis of data as well as identification of trends or patterns and provides draft insights through graphs, charts, tables and reports using data visualization methods for data-driven planning, decision-making, presentation and reporting.

  5. Perform other relevant duties as assigned.

Education

Advanced university degree (Master's degree or equivalent) in criminal law, criminology, environmental law, law enforcement, or related area is desirable.

A first-level university degree, in combination with two (2) additional years of qualifying experience, may be accepted in lieu of the advanced university degree.

Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is an advantage.

Work Experience

A minimum of two (2) years of progressively responsible experience in inter-governmental organization cooperation, law enforcement, crime prevention or criminal justice at national or international levels is required.

Experience in substantively servicing intergovernmental bodies is desirable.

Work experience with the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES), International Consortium on Combating Wildlife Crime (ICCWC) and/or relevant partner programmes and projects to combat wildlife crime is desirable.

One (1) year or more of experience in data analytics or related area is desirable (none if successful YPP or P-1 with a related degree).

Experience working with the United Nations system or similar international organization is desirable.

Languages

English, Spanish, and French are the working languages of the CITES Secretariat. For this post, fluency in oral and written English is required. Working knowledge of French and Spanish is desirable.

NOTE: "Fluency equals a rating of "fluent" in all four areas (read, write, speak, understand) and "Knowledge of" equals a rating of "confident" in two of the four areas.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
