Org. Setting and Reporting This post is located in the Secretariat for the Special Envoy for Road Safety, housed within the Office of the Executive Secretary of the Economic Commission for Europe, based in Geneva, Switzerland. The incumbent works under the direct supervision of the P4, Programme Management Officer, and the overall supervision of the D2, Deputy Executive Secretary.

Responsibilities Within delegated authority, the Associate Programme Officer will be responsible for the following duties:

  • Works with key clients to facilitate the development, implementation, and evaluation of assigned programmes/projects, etc.; monitors and analyzes specific aspects of programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and recommends corrective actions; liaises with relevant parties; identifies and tracks follow-up actions.
  • Carries out basic research on selected aspects of programmes, operations, and other activities, including collecting, analyzing, and presenting statistical data and other information gathered from diverse sources.
  • Assists in the programme planning and preparation of the workplan of the Secretary-General’s Special Envoy for Road Safety Secretariat (SERSS); monitors status, registers, processes, and follows up on all relevant matters. Prepares project documents and cost plans/budgets, ensures completeness and compliance with relevant rules and procedures prior to submission for final approval and signature; distributes project documents to relevant parties upon approval.
  • Assists in performing consulting assignments, in collaboration with the client, by planning workshops, through other interactive sessions, and assisting in developing the action plan the client will use to manage the change.
  • Acts as a focal point for administrative implementation of the Secretary-General’s Special Envoy for Road Safety activities, involving extensive liaison with diverse organizational units to initiate requests, obtain necessary clearances, process and follow-up on administrative actions,
  • Contributes to the preparation of various written outputs, e.g. draft background papers, analytical notes, sections of reports and studies, inputs to publications and activity reports of Secretariat activities, etc.
  • Provides administrative and substantive support to consultative and other meetings, conferences, etc., including identifying and proposed participants, coordination of background documents and presentations, handling logistics, etc.
  • Undertakes outreach activities; participates in the coordination of training workshops, seminars, etc.; prepares presentations on assigned topics/activities.
  • Participates in field missions, including the provision of substantive and administrative support, etc.
  • Coordinates activities related to budget funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and preparation of related documents/reports (pledging, work programme, programme budget, etc.).
  • Performs other duties as required.

Education An advanced university degree (Master’s degree or equivalent degree) in business administration, management, economics or a related field is required. A first-level degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced degree.

Work Experience A minimum of two years of progressively responsible experience in project/programme management, administration, or related area is required.

Two years of experience in supporting high-level officials is desirable.

Two years of experience in matters related to road safety is desirable.

Languages English and French are the working languages of the United Nations Secretariat and Russian is a working language of ECE. For the position advertised, fluency in English is required. Knowledge of French and/or Russian is desirable.

Assessment Evaluation of qualified candidates may include an assessment exercise which will be followed by a competency-based interview.
