Org. Setting and Reporting This position is located in the Capacity Development and Operational Training Service (CDOTS), Department of Operational Support (DOS). The focus of this position is to support the design, development, implementation, monitoring, delivery and/or evaluation of operational capacity development, training, learning programmes or business process improvement initiatives for the global Secretariat audience. Programme areas could include but are not limited to proficiencies in the use of Enterprise Resource Planning (ERP) systems, supporting business process improvements, sustaining language diversity programmes, or operational training.

The Department of Operational Support (DOS) was established to provide end-to-end operational support, advisory services and other capacity development solutions to entities across the Secretariat, including departments, offices away from headquarters, field missions and regional commissions.

The Operational Training Section (OTS) is responsible for supporting clients in the development, design, implementation, monitoring, delivery and/or evaluation of capacity development, training and learning programmes in operational support functions. The Section also supports initiatives in knowledge management, linguistic diversity and business process improvements. The incumbent will report to a Team Leader within the Service.

Responsibilities Within delegated authority, the Associate Programme Officer will be responsible for the following duties: - Participates in the development, design, implementation, monitoring and evaluation of operational training programmes across various functional areas pertinent to the Service. - Carries out basic research on selected aspects of programmes, operations and other activities, etc., to include collecting, analyzing and presenting statistical data and other information gathered from diverse sources. - Assists in development of operational support guidance, including the review and analysis of issues and trends related to capacity building programs, language proficiencies, business process improvement initiatives, and preparation of evaluations or other research activities or studies. - Assists in performing consulting assignment for the Service, in collaboration with the client, by planning and/or facilitating workshops, through other interactive sessions and assisting in developing agenda for the workshops. - Participates in survey initiatives pertaining to deliverable areas of interest to the Service, assists with design of data collection tools; support data collection tools, reviews, analyzes and interprets responses, highlights problems/issues and supports preparation of preliminary conclusions. - Contributes to the preparation of various written outputs, e.g. draft background papers, analytical notes, sections of reports and studies pertinent to support the programmes and other deliverables of the Service. - Provides administrative and substantive support to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying and proposed participants, preparation of background documents and presentations, handling logistics, etc. - Undertakes outreach activities; participates in the development of training workshops, seminars, etc.; participates in and makes presentations on assigned topics/activities. - Monitors and analyzes programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and proposes corrective actions. - Participates in outreach efforts to field locations, including provision of substantive and administrative support, data collection, etc. - Coordinates activities related to budget funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and preparation of related documents/reports (pledging, work programme, programme budget, etc.). - Performs other duties as required.

Work implies frequent interaction with the following: Counterparts, officers and technical staff in relevant Secretariat units and in UN funds, programs and other UN specialized agencies.

Education A first-level degree (Bachelor’s degree or equivalent) in business administration, management, economics or a related field is required. Candidates for this position must have passed the United Nations Young Professional Programme Examination (YPP), the United Nations National Competitive Recruitment Examination (NCRE) or the General Service to Professional Examination (G to P).

Work Experience A minimum of two years of progressively responsible experience in online course design, learning management projects, capacity development and training, or related area is required.

Working knowledge of Adobe Captivate, Articulate Studio and/or Articulate Storyline/Rise is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the position(s) advertised, fluency in either language is required; and fluency of the other is desirable. Knowledge of another official United Nations language is desirable.
