The Associate Database Administrator will be based in Hargeisa but conducting missions to other locations within Somaliland whenever required. The Associate Database Administrator is a member of the Protection Unit. Under the direct supervision of the Protection Officer, s/he is responsible for ProGres database management, is the focal point for IT matters, registration as well as verification processing. The deployment will also be instrumental in providing additional opportunities for training and capacity building for staff as well as to officials from Governmental institutions that work on refugee and registration affairs.

Within the delegated authority and under the supervision of Protection Officer, the UN Volunteer Associate Operational Database Officer will:

•Provide a full spectrum of proGres database administration service to the offices in Somalia with special focus on the management and administration of all proGres, data management and data entry related activities for migration from existing databases to proGres, and the registration of new caseloads in Hargeisa and Puntland. It includes the training and management of the data entry team, administration of database instances with record ownership transfer, the quality assurance of processed data, the administration of user access rights, and the administration of data backup and consolidation. •Consult HQ proGres support team for site configuration changes and for support on implementation of fingerprint biometrics. •Generate periodically standard and specialized statistical reports/ detailed lists as per the requirements of the operation and furnish the reports in various formats such as Word, PDF, EXCEL, as per the requirements. •Design and develop operation specific reports, using proGres reporter, through discussion with Registration Officer and RO, in close consultation with DIST in HQs and Senior Regional Registration Officer in Nairobi. •Document the specification prior to development, and document end-user guidance of the developed reports. •Analyse proGres data on ongoing and on request basis, for quality control, fraud prevention, and operational improvement purposes. •Train technical staff, particularly data entry clerks, on proGres data entry and the user of ACCESS reports (Reporter) and build local capacity for longer term sustainability of proGres support in UNHCR Somalia. •Provide day-to-day end-user support to proGres users. •Establish and maintain a secure and confidential physical file management and data entry system. •Plan, overlook, coordinate and implement all registration activities. •Send the backup database and reports regularly to the RO Somalia and proGres Support in HQs. •Any other task that may be discussed and assigned by the BO Protection Team. •Acts as Lan/Email manager and serves as focal point for IT matters at all the UNHCR offices in the country of assignment. •Ensures implementation of UNHCR IT systems and equipment standards.

•Technical expertise in registration, operational data management, individual case management and complex refugee/IDP operations. •Knowledge of SQL or Microsoft Dynamics CRM. •Knowledge of UNHCR data standards and procedures. •Previous experience in the humanitarian sector, in particular in deep field locations, will be an asset. •Excellent interpersonal and communication skills, flexibility and organizational skills with strong capacity in multitasking. •Demonstrated computer skills, particularly in data management. •Proven experience with the UNHCR proGres database, proGres administration and data management is a pre-requisite; •Expertise in organizing and managing verification and registration exercise, leading and training data entry clerks and end-users, and advising management on trends and developments;

Somaliland (Hargeisa is a non-family duty station and the volunteer will be subject to the overall direction and guidance of the UN Designated Official (DO) for security. This is usually the UNDP Resident Representative. The volunteer will be incorporated into all applicable security protocols and will be required to strictly adhere to the guidelines, security plans and other directives issued by the DO. While in Somalia, the volunteer will be accommodated at an accommodation that has been cleared by UNDSS.

The volunteer will be living in Ambassador Hotel Villa compound. As a resident in the compound the volunteer will be allocated an ensuite villa. Access to markets is limited due to difficulties of moving around without armored vehicle and are subject to UNDSS advise of having an accompanying national staff when visiting the markets. Access to restaurants and cafes and other public spaces are not allowed due to high level of security.
