Org. Setting and Reporting The Independent Investigative Mechanism for Myanmar (IIMM) was established by the Human Rights Council in its resolution 39/2, adopted on 27 September 2018. The creation of the Mechanism was welcomed by the General Assembly in its resolution 73/264, adopted on 22 December 2018. These positions are located in the Independent Investigative Mechanism for Myanmar, based in Geneva, Switzerland, within the Collection, Analysis and Sharing Section (CASS). These positions report to a Legal Officer, CASS.

Responsibilities Within delegated authority, the Associate Legal Officers may be responsible for the following duties:

  • Conducts legal research on a diverse range of substantive and procedural issues relating to international and domestic criminal law and in particular on the Myanmar conflict using multiple research sources; selects relevant material, analyzes information and presents findings for internal review;
  • Assists Legal Officers in the organization and review of collected evidence; identifies important issues, similarities and inconsistencies, etc. that will assist in the ongoing preparation of IIMM case files;
  • Assists in the preparation of drafts of background papers, studies, reports, etc.;
  • Assists in the preparation of legal assessments and evaluations on the relevance or admissibility of evidence gathered by investigators, as well as whether the evidence collected proves the elements of the offences being considered;
  • Assists in identifying, contacting and collecting information from potential information providers, including organisations and witnesses;
  • Assists Legal Officers in servicing internal working groups;
  • Performs other duties as assigned.

    Competencies PROFESSIONALISM: Knowledge of, and ability to apply, legal principles, concepts and procedures and terminology for review, examination, and processing of a range of legal documents. Knowledge of various legal research sources, including electronic, and ability to conduct research and analyze information on a wide range of legal issues. Ability to interpret and apply legislative instruments, develop and present results, recommendations, and opinions clearly and concisely. Ability to draft legal papers and work under pressure. Ability to apply good legal judgment in the context of assignments given. Education A first-level university degree and an advanced university degree (Master's degree or equivalent degree) in law is required. A first-level university degree in law in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree.

Work Experience A minimum of two years of progressively responsible experience in law, including legal analysis, research and writing is required.

Experience in international criminal law is desirable.

Prior work experience as a lawyer or legal officer with an international court or tribunal, or as a lawyer dealing with core international crimes is desirable.

Experience working on legal matters related to the Myanmar conflict is desirable.

Prior experience drafting or reviewing indictments is desirable.

Languages English and French are the working languages of the UN Secretariat, for this position fluency in English is required. Knowledge of a Myanmar language such as Burmese, Kachin, Chin, Rohingya and/or Shan is desirable.

Assessment Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

Special Notice These positions are temporarily available for six (6) months. If the selected candidate is a staff member from the United Nations Secretariat, the selection will be administered as a temporary assignment.
