Org. Setting and Reporting This temporary position is located in New York within the Disciplinary Section of the Disciplinary Accountability Service, Administrative Law Division (ALD), Office of Human Resources (OHR), Department of Management Strategy, Policy and Compliance (DMSPC). The incumbent reports to a Legal Officer and to the Chief of Section.

The Division is in charge of the implementation of the United Nations (UN) standards of conduct for all categories of personnel across the UN Secretariat. ALD provides strategic and legal advice on internal justice matters and represent the Secretary-General before the United Nations Dispute Tribunal. ALD handles disciplinary matters relating to Secretariat staff members, oversees and coordinates efforts and actions to prevent and respond to unsatisfactory conduct, and works to empower and support UN Secretariat managers in the exercise of their responsibilities to address conduct and discipline matters.

Responsibilities The Associate Legal Officer will be responsible for providing legal support in handling disciplinary cases referred to OHR for appropriate action and providing advice on human resources and administrative matters, in the context of formal proceedings before the Organization's internal justice system relating to appeals of disciplinary matters filed before the United Nations Dispute Tribunal.

Duties will include: •Reviews and prepares recommendations related to the processing of disciplinary matters. •Assists in the preparation of submissions to the United Nations Dispute Tribunal, ensuring that they meet procedural requirements and identifying, where applicable, cases that are amenable to informal resolution. •Assists in representing the Secretary-General in oral proceedings before the Dispute Tribunal. •Assists in responding to inquiries and correspondence. •Drafts, reviews and advises on legal documents and correspondence, contributing to the identification of issues and ensuring that they are consistent with the interpretation and application of administrative law. •Conducts legal research and provides detailed analysis of cases and jurisprudence. •Assists the Section in producing accurate, comprehensive documentation required under the disciplinary process and submissions. •Assists in maintaining the Section's relevant databases and registers (electronic and online). •Performs other duties as assigned.

Knowledge of various legal research sources, including electronic, and ability to conduct research and analyze information on a wide range of legal issues. Ability to apply good legal judgment in the context of assignments given.   • Planning & Organizing: Develops clear goals that are consistent with agreed strategies; identifies priority activities and assignments; adjusts priorities as required; allocates appropriate amount of time and resources for completing work; foresees risks and allows for contingencies when planning; monitors and adjusts plans and actions as necessary; uses time efficiently.

    Education An advanced university degree (Master's degree or equivalent) in law or other related areas is required. A first-level university degree (Bachelor's degree or equivalent) in combination with two additional years of relevant work experience may be accepted in lieu of the advanced university degree.

    Work Experience A minimum of two years of progressively responsible legal experience, including litigation at the national or international level is required.

    Experience in litigating administrative law matters is desirable.

    Experience in conducting workplace related investigations or handling disciplinary matters in an international organization is desirable.

    Languages English and French are the working languages of the United Nations Secretariat. For this position, fluency in English is required. Knowledge of French is desirable. Knowledge of another official United Nations language is an advantage.

    Assessment Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
