Org. Setting and Reporting This position is located in the Product Management Services (PMS), Enterprise Applications Development Unit (EAD), Information Technology Service (ITS), Division for Management (DM), United Nations Office at Vienna /United Nations Office on Drugs and Crime (UNOV/UNODC). The incumbent will report directly to the Chief, EAD and under the overall supervision of Chief, ITS.

Responsibilities Within assigned authority, the incumbent will be responsible for the following specific duties: •Participate in developing and maintaining Information Systems project plans, schedules, and budgets. Assist in identifying appropriate human and technical resources to complete projects, assist in assuring that deviations from project schedule are addressed and communicated, assist in developing timely project status reports, monitoring project risk factors, escalating project issues, and providing Quality Assurance for all project deliverables. •Manage projects involving feasibility studies, systems analysis, design, development and implementation of new, moderately complex systems, and/or, participate as a member of a development team with responsibility for major components of the more complex systems. •Liaise and collaborate with the business users to ensure that business requirements are clearly identified and understood, as well as technically feasible. •Participate in preparing, updating and maintaining of system’s documentation and related technical/procedural manuals. •Coordinate the creation of training materials and conduct training sessions and demonstrations of systems for users. •Manage the maintenances of systems, operational support for system’s applications, analysing and implementing system changes/upgrades, etc. •Participate with senior staff in assessing and testing new technology. •Participate in facilitating communications between ITS and its clients for good client relations and is responsible for client accounts. •Serve as coordinator in the development of Service Level Agreements (SLAs) or Note for Files (NFF) between clients and ITS, for either specific IT services or general technology support, including charge back mechanisms. •Provide guidance and work direction to assigned project team, and/or mentor and supervise the work of new/junior staff, contract staff, etc. Participate in planning and preparation of the budget, work programme and spending plan. •Perform other work-related duties as may be required.

•Planning& Organizing: Develops clear goals that are consistent with agreed strategies; identifies priority activities and assignments; adjusts priorities as required; allocates appropriate amount of time and resources for completing work; foresees risks and allows for contingencies when planning; monitors and adjusts plans and actions as necessary; uses time efficiently.

Education An advanced university degree (Master's degree or equivalent) in computer science, information systems or other relevant discipline, is required. A first-level university degree in combination with an additional two years of qualifying experience may be accepted in lieu of the advanced university degree.

A first-level university degree and no experience will be accepted for candidates who have passed the United Nations Young Professionals Programme Examination (YPP), the United Nations National Competitive Recruitment Examination (NCRE) or the General Service to Professional Examination (G to P).

Certified Project Management Professional (PRINCE2) is required.

Work Experience A minimum of two years of progressively responsible experience in the area of IT project management or the successful completion of the Young Professionals Programme Examination (YPP)/United Nations National Competitive Recruitment Examination (NCRE) or the General Service to Professional Examination (G to P) is required. Experience drafting IT technical documentation is required. Experience in applying Cyber Security concepts and procedures to the planning, design, development, implementation, and maintenance of computer information systems is required. Progressively responsible experience in the planning, design, development, implementation and maintenance of computer information systems or related area is desirable. Experience in implementing “ICT solutions” in collaboration with government ministries and/or agencies is desirable. Working experience in the public sector at the national and international level as well as in the private sector is desirable. Experience working with a team of software developers is desirable. Experience with and solid knowledge of open source web technologies and SQL environments is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of another official United Nations language is an advantage.

Assessment Evaluation of qualified candidates may include a technical test and a competency-based interview.

Special Notice This is an extra-budgetary post. Filling of this position is subject to funding availability and the initial appointment will be for a period of one year. Extension of the appointment is subject to extension of the mandate and/or the availability of the funds.
