Org. Setting and Reporting ECA's mission, objective and strategic directions:

The mission will be guided by ECA's five strategic directions which are advancing ECA's position as a premier knowledge institution that builds on its unique position and privilege to bring global solutions to the continent's problems and take local solutions to the continent; developing macroeconomic and structural policy options to accelerate economic diversification and job creation; designing and implementing innovative financing models for infrastructure, and for human, physical and social assets for a transforming Africa; contributing solutions to regional and transboundary challenges, with a focus on peace security and social inclusion as an important development nexus; advocating Africa's position at the global level and developing regional responses as a contribution to global governance issues.

This position is located in the Information and Communication Technology Services Section (ICTSS) in the Publications, Conference and Knowledge Management Division (PCKMD) at the Economic Commission for Africa (ECA) headquarters in Addis Ababa, Ethiopia.

Responsibilities Responsibilities: Within delegated authority and depending on location, the Associate Information Systems Officer may be responsible for the following duties:

  • Participates in preparing user requirements and other technical specifications.
  • Assists in the design, development and installation of information systems, network infrastructure, application delivery, firewalls, intrusion detection or prevention system, CISCO switches, Routers, wireless systems, and network monitoring and storage area network (SAN) solutions.
  • Undertakes analysis of well-defined modules within the system, develop enhancements and new features to existing systems; may design and implement small, stand-alone systems as needed (e.g. to meet individual user requirements).
  • Manages, administers, secures and maintains the local data centre, cloud IaaS. PaaS, SaaS as well as other cloud services, LAN infrastructure and ICT solutions at ECA including Sub regional Offices
  • Maintains ICT security related policies, procedures, recommendations and best practices as well as conduct vulnerability assessments and mitigations.Undertakes rigorous testing and proving of applications software.
  • Provides network operational support to ensure availability of internet, Intranet, e-mail, security, virus protection, remote access, software distribution, file and print services, critical applications, analyzing and implementing system changes/upgrades, etc.
  • Participates in developing and maintaining Information Systems project plans, schedules, and budgets. Assists in identifying appropriate human and technical resources to complete the project, assists in assuring that deviations from project schedule are addressed and communicated, assists in developing timely project status reports, monitoring project risk factors, escalating project issues, and providing Quality Assurance for all project deliverables.
  • Writes and develops programs to interface with existing systems.
  • Ensures data security and integrity.
  • Participates in developing disaster recovery plans.
  • Prepares, updates and maintains system’s documentation and related technical/procedural manuals.
  • Assists in procurements, including conducting needs assessments and benchmarks, preparing technical specifications and evaluation criteria.
  • Assists in the set-up and monitoring of software performance measures.
  • Participates in Helpdesk support services.
  • Participates in facilitating communications between ITSD and its clients for good client relations and be responsible for small to medium client accounts.
  • Assists in the development of Service Level Agreements (SLAs) between the client and ITSD, for either specific IT services or general technology support, including any charge back mechanisms.
  • Advises users on the most suitable hardware and software for different tasks; maintains and enhances software.
  • Drafts training materials and conducts training sessions and demonstrations of systems for users.
  • Participates with senior staff in assessing and testing new technology.
  • Performs ad hoc duties as required.
  • May provide guidance to new/junior staff.

  • TECHNOLOGICAL AWARENESS: Keeps abreast of available technology; understands applicability and limitation of technology to the work of the office; actively seeks to apply technology to appropriate tasks; shows willingness to learn new technology.

    Education A first-level university degree in computer science, information systems, mathematics, statistics or a related field is required.

Candidates for this position must have passed the United Nations Young Professional Programme Examination (YPP) or the General Service to Professional Examination (G to P).

Work Experience No experience is required for candidates who have passed the United Nations Young Professionals Programme Examination (YPP) or the General Service to Professional Examination (G to P).

Languages English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required; and knowledge of French is desirable. Knowledge of another official United Nations language is an advantage.

Assessment As YPP and G to P candidates have been through a rigorous assessment process, no formal competency based interviews or assessment tests will be conducted.
