TUNHCR’s Ethiopia Multi-Year Strategy (2022-2024) aims at promoting the socio-economic inclusion of refugees, returnees, Internally Displaced People (IDPs) and other populations of concern in national service delivery and protection systems, and by enhancing their self-reliance.

In close collaboration with the Government of Ethiopia, the UNHCR Sub-Office in Melkadida has been spearheading this progressive vision of a comprehensive refugee response by establishing innovative and viable pathways towards economic inclusion which bolster local development and benefit both host and refugee communities.

Within the context of this inclusive and development-oriented approach, UNHCR Melkadida works closely with a range of local and international partners, including federal, regional and local government authorities, non-governmental organizations, international financial institutions, local microfinance institutions, and banks.

In close collaboration with Governmental authorities, the office intends to further strengthen and expand this approach with a view to mobilize longer-term support for a more integrated government-led development approach benefitting host and refugee populations.

UNHCR in Melkadida is also assisting Internally Displaced People (IDP) in the Dawa, Liban and Afder zones of the south-eastern Somali Region. As of December 2022, the Government of Ethiopia estimate some 648,000 IDPs to be present in the three zones. Due to the ongoing unprecedented drought, inter-communal conflicts, and insecurity in border areas, humanitarian needs have sharply increased. In its capacity as Global protection Cluster Lead, UNHCR is supporting the regional and zonal authorities as well as local partners in profiling protection needs and providing targeted and timely emergency protection support to vulnerable IDP communities.

Under the supervision of the Associate External Relations Officer, the Associate Information Management Officer is responsible for coordinating and supporting data and information management activities for the refugee and IDP operation under the purview of UNHCR’s Melkadida Sub-Office.

This UNV assignment is subject to proof of vaccination against Covid-19 with WHO approved vaccine, unless the UNHCR Medical Service approves an exemption from this requirement on medical grounds.

Under the direct supervision of the Head of Sub Office, the UN Volunteer will undertake the following tasks:

• Develop and implement an operation-specific Information Management strategy, including a viable information capture process with clearly assigned indicators, roles, responsibilities, and deadlines for the seamless implementation of the strategy. • Design and implement a structured dissemination plan for all information products and services as appropriate (e.g., web portal, mailing list, information centres, etc.) including the definition of standard operating procedures for clearing information products for release. • Identify and obtain the needed data and information elements required to produce standardized information products and design and manage respective data/information collection plans for baseline and context-specific data.
• Support the Office in the analysis of processed data and information and perform data quality and consistency control. • Coordinate needs assessments across all sectors (in refugee situations) and coordinate needs assessments within UNHCR-led clusters and participate in joint needs assessments with other partners/clusters with a view to support operational leads in making methodological decisions about how to conduct needs assessments. • Together with the Associate Programme Monitoring Officer and Associate Development Officer, support the development and implementation of a structured information management system for the implementation of the Comprehensive Refugee Response Framework (CRRF) by developing an i indicator framework to monitor progress in key sectors such as Protection, Livelihoods and Economic Inclusion, Energy and Environment, Water and Sanitation, health, Nutrition and Education. • Provide IM support to the design of IDP protection profiling and monitoring system tailored to the Melkadida context. To this end, support the office in the design and maintenance of a master database to capture most relevant information by Zone/Woreda in terms of IDP protection profiling and monitoring. Support the profiling of communities displaced by different drivers in Melkadida area including drought and conflict. Support the Office in the analysis of processed data and information and perform data quality and consistency control. • Coordinate data collection, analysis and information dissemination related to the Donor Specific (IKEA Foundation) Monitoring, Evaluation and Reporting functions. • Train and support IM Staff, field staff and enumerators on the use of the data collection tools. • Perform Any other task that may assigned from time to time.

Results/Expected Outputs: • The Office successfully implements a clear and comprehensive Information Management strategy which supports evidence-based decision making and resource allocation. • The office successfully reports in a coherent manner and on a regular basis against a coherent indicator framework through a variety of appealing information management products for internal and public consumption. • The Office systematically and regularly delivers high-quality Information Management services and delivers clear, user-friendly, relevant, predictable, and timely information products supporting its strategic vision. • Global data standards, and where appropriate, the establishment of country-specific common data standards are adopted by UNHCR and its partners • The office provides quality Information Management services to all partners and donors (including the IKEA Foundation, which funds this position) ensuring transparency and clear messaging on progress against strategic objectives and specific indicators and gaps. • The Office successfully engages operational and implementing partners in data-collection and delivery of reliable, accessible, relevant, predictable, appropriate, and timely information

UNHCR’s Melkadida office is located in the Liban zone, Somali region of Ethiopia. It is 67km from Dollo Ado, which is located on the border with Somalia. It is serviced by United Nations Humanitarian Air Service (UNHAS) flights arriving at a dedicated airstrip in Melkadida. There are 3 UNHAS flights a week to Addis Ababa, excluding weekends. Melkadida office location has limited recreational facilities and is located in an enclosed setting. The successful IUNV candidate should be prepared to live and work in an enclosed office, with daily field travels and limited resources.

In Melkadida, secure housing is provided for international staff, within UNHCR compound. There may be cases of sharing, in extenuating circumstances.

Melkadida is a category ‘E’ non-family duty station, with R&R cycle of every 8-weeks. The successful IUNV will receive a full security briefing on the security situation and concerns upon arrival in the country.

Within Ethiopia, the basic infrastructures – roads, utilities, and telecommunications – are below standard, as are medical faculties, which are still largely inadequate, although a few private clinics and hospitals provide reasonable good routine care. There is UN health facility in Melkadida compound but limited in scope of services. There is a UN Clinic in Addis Ababa, but for very serious conditions/surgery, United Nations staff may be treated elsewhere. The vaccinations required are: yellow fever, typhoid, meningitis, hepatitis A&B, diphtheria, tetanus, and polio.

Malaria prophylaxis is recommended for trips outside of Addis Ababa. There are lots of tourist attractions to visit around the country, although the amenities are often poor to average. All staff based in Melkadida are expected to answer to daily radio checks, and all vehicles and staff movements to and from the camps are strictly monitored and reported in compliance with MOSS (Minimum Operating Security Standards) attendant in the duty station. Travel to and from Addis Ababa is made easy by the availability of UNHAS flight on 3 times weekly expect Weekend/Official Holidays. Road transport may also be organized though less preferred and three days would be required for the journey. Therefore, flexibility and the ability and willingness to live and work in harsh and potentially hazardous conditions, involving physical hardship and little comfort, are essential.
