Since 1950, the office of the United Nations High Commissioner for Refugees (UNHCR), commonly referred to as the UN Refugee Agency, has led international action to protect people forced to flee because of violence, persecution, war, or disaster at home. Our primary purpose is to safeguard the rights and well-being of people who have been forced to flee. Together with partners and communities, we work to ensure that everybody has the right to seek asylum and find safe refuge in another country. UNHCR also protects and assists internally displaced people (IDPs) as well stateless persons. These groups are collectively known as our persons of concern. In more than seven decades of existence, the organization has helped tens of millions of people globally restart their lives.

Supervision, induction, and duty of care of UN Volunteers UN Volunteers should be provided equal duty of care as extended to all host entity personnel. Host entities support to the UN Volunteer includes, but is not limited to: • Introductory briefings about the organisation and office-related context including security, emergency procedures, good cultural practice, and orientation to the local environment. • Support with arrival administration including setting-up of bank accounts, residence permit applications and completion of other official processes as required by the host government or host entity. • Structured guidance, mentoring and coaching by a supervisor including a clear workplan and performance appraisal.

Within the delegated authority and under the supervision of Head of Bentiu Field Office or his/her designated mandated representative(s), the UN Volunteer Associate Information Management Officer Will perform the following duties: • Support the monitoring and recording of spontaneous refugee returnees in Unity State, including generating bi-weekly reports and data quality control.
• Develop a data analysis plan for the protection monitoring including protection incidents,
• Participate and support the state level taskforce on solutions meetings and activities • Support the humanitarian who supported IDP returns including consolidation of figures and reports • Develop / improve the data collection and analysis tools, considering the aspect of inter-operability of data with other systems (both internal to UNHCR and external, i.e., IOM, REACH). • Train field staff and enumerators on the use of the data collection tools, adjust them as necessary. • Work with UNHCR staff in the field and partners for protection monitoring to oversee the data collection on a regular basis and ensure quality of the data and regular feedback to/from the field; Ensure raw data are available internally and are clean / quality. • Design and produce information products (internal and external) for the purpose of information dissemination on the results of the protection monitoring/protection incident reporting, including dashboards that will show progress and results of the monitoring. • Attend meetings and capture minutes as required. • Coordinate and conduct vulnerability screening in close collaboration with protection colleagues. • Conduct intention surveys as and when required in close collaboration with partners and UNHCR protection colleagues, regularly participate to the Information Management Working Group meeting, Protection Cluster meetings …etc. • Support and participate in Post distribution monitoring exercise. • Train and support staff with IM at the field office. • Regularly conduct field work/visits with protection colleagues as per the needs of the office requirements. • Perform Any other task that may assigned from time to time.

Furthermore, UN Volunteers are encouraged to integrate the UN Volunteers programme mandate within their assignment and promote voluntary action through engagement with communities in the course of their work. As such, UN Volunteers should dedicate a part of their working time to some of the following suggested activities: • Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day). • Be acquainted with and build on traditional and/or local forms of volunteerism in the host country. • Provide annual and end of assignment self- reports on UN Volunteer actions, results, and opportunities.
• Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc. • Assist with the UNV Buddy Programme for newly arrived UN Volunteers. • Promote or advise local groups in the use of online volunteering or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.

• The Field office has a clear and comprehensive Information Management strategy which guides all IM activities. • The Office has stepped up to its leadership role in providing quality Information Management services and delivers reliable, accessible, and user-friendly, relevant, predictable, appropriate, and timely delivery of information.
• Global data standards, and where appropriate, the establishment of country-specific common data standards are adopted by UNHCR and its partners. • Effective and timely support is provided for the formulation of clear and coherent protection and solutions strategies which incorporates a thorough AGD analysis, identifies the needs and capacities of the persons of concern and organizational global regional and country level priorities. • AGD sensitive analysis of community level risks and analysis forms the basis of all UNHCR work • Protection incidents and needs are monitored and immediately identified and addressed through direct interventions and advocacy. • National protection capacities are improved through direct engagement, research, and advocacy • The development of capacity through coaching, mentoring and formal on-the-job training, when working with (including supervising) national staff or (non-) governmental counterparts, including Implementing Partners (IPs). • Age, Gender and Diversity (AGD) perspective is systematically applied, integrated, and documented in all activities throughout the assignment • A final statement of achievements towards volunteerism for development during the assignment, such as reporting on the number of volunteers mobilized, activities participated in and capacities developed • Capacity building of staff on IM enhanced.

Bentiu field office is a non-family duty station, where all the humanitarian workers reside at the humanitarian hub. The security situation is relatively calm though sometimes unpredictable. The power is provided 24/7 by generators at both the hub and offices (Log-base). The weather is relatively hot during summer and cold during the rainy seasons, warm clothes are encouraged during the rainy season. The community are friendly and like any other society cultural normal and values need to be observed and respected. The cost of living is slightly higher compared to other offices due the fact that most of goods comes Khartoum or Juba. The major means of transport in and out of the Bentiu Filed office is by air through the UNHAS. Bentiu filed office is a unique (humanitarian) operation. It provides for an interesting and enriching environment, but also requires a mature level of cultural awareness, as well as more stamina and commitment than elsewhere to make life comfortable and affordable. Therefore, flexibility and the ability and willingness to live and work in harsh and potentially hazardous conditions, involving physical hardship and little comfort, are essential. The initial contract is issued upon arrival for the period indicated above. The contract can be extended depending on continuation of mandate, availability of funding, operational necessity, and satisfactory performance. However, there is no expectancy of renewal of the assignment.

A UN Volunteer receives a Volunteer Living Allowance (VLA), which is composed of a Monthly Living Allowance (MLA) and a Family Allowance (FA) for those with dependents (maximum three). The Volunteer Living Allowance (VLA) is paid at the end of each month to cover housing, utilities, transportation, communications, and other basic needs. The VLA can be calculated using by applying the Post-Adjustment Multiplier (PAM) to the VLA base rate US$ 1,631. The VLA base rate is a global rate across the world, while the PAM is duty station/country-specific and fluctuates monthly according to cost of living. This method ensures that international UN Volunteers have comparable purchasing power at all duty stations irrespective of varying costs of living. The PAM is established by the International Civil Service Commission (ICSC) and is published at the beginning of every month on the ICSC website - http://icsc.un.org. In non-family duty stations that belong to hardship categories D or E, as classified by the ICSC, international UN Volunteers receive a Well-Being Differential (WBD) on a monthly basis. Furthermore, UN Volunteers are provided a settling-in-grant (SIG) at the start of the assignment (if the volunteer did not reside in the duty station for at least 6 months prior to taking up the assignment) and in the event of a permanent reassignment to another duty station. UNV provides life, health, permanent disability insurances as well as assignment travel, annual leave, full integration in the UN security framework (including residential security reimbursements). UN Volunteers are paid Daily Subsistence Allowance at the UN rate for official travels, flight tickets for periodic home visit and for the final repatriation travel (if applicable). Resettlement allowance is paid for satisfactory service at the end of the assignment. UNV will provide, together with the offer of assignment, a copy of the Conditions of Service, including Code of conduct, to the successful candidate.
