Org. Setting and Reporting This position is located in the United Nations Mission in Kosovo (UNMIK). The Associate Human Rights Officer will be based in the Mitrovica Regional Office. The Associate Human Rights Officer will report to the Team Leader/Human Rights Officer in Mitrovica.
Responsibilities Within delegated authority, the Associate Human Rights Officer will be responsible for the following duties: •Researches, collects, verifies, analyses and monitors information relevant to the observance of international human rights in the designated mission area with a special focus on vulnerable groups; •Drafts a variety of reports, briefings and other types of communications relating to human rights matters in compliance with established standards; •Contributes to the formulation of meaningful recommendations and strategies to better promote and protect human rights in the mission area; •Assists in liaising with appropriate local and national authorities, civil society, UN Agencies, Funds and Programmes with complementary mandates, and other relevant stakeholders to monitor developments in the human rights situation; •Assists in the development of initiatives to strengthen the response to systematic and/or emerging patterns of human rights violations and abuses; •Assists in supporting human rights capacity building efforts for civil society, government authorities and other relevant stakeholders; •Contributes to the integration of gender perspective in all activities; •Assists in all aspects of project implementation when required; •Performs other related duties as required.
Competencies Professionalism: Knowledge of human rights issues and ability to identify related problems in their political, ethnic, racial, gender equality and socio-economic dimensions. Knowledge of institutional mandates of human rights organizations, prevailing policies and procedures. Research and analytical skills, including ability to identify and participate in the resolution of human rights issues. Ability to identify sources for data collection, analyze information and draft human rights reports. Shows pride in work and in achievements; demonstrates professional competence and mastery of subject matter; is conscientious and efficient in meeting commitments, observing deadlines and achieving results; is motivated by professional rather than personal concerns; shows persistence when faced with difficult problems or challenges; remains calm in stressful situations. Planning and Organizing: Develops clear goals that are consistent with agreed strategies; identifies priority activities and assignments; adjusts priorities as required; allocates appropriate amount of time and resources for completing work; foresees risks and allows for contingencies when planning; monitors and adjusts plans and actions as necessary; uses time efficiently.
Education An advanced university degree (Master's degree or equivalent) in law, political science, international relations, social sciences or in a related area. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
Work Experience A minimum of 2 years of progressively responsible experience in human rights, political affairs, international relations, law or related area.
Previous experience in legal research and analysis is required.
Understanding of and engagement with human rights mechanisms is required.
Experience in post-conflict setting is desirable.
Experience in project management is desirable.
Qualifying years of experience are calculated following receipt of the first-level university degree recognized by the United Nations. No experience is required for candidates who have passed the Young Professionals Programme Examination/United Nations National Competitive Recruitment Examination (NCRE) or the General Service to Professional Examination (G to P).
Languages English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in oral and written English is required. Knowledge of Serbian is desirable.
Assessment Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
