Org. Setting and Reporting

The International Trade Centre (ITC) assists developing and transition economy countries to take advantage of expanding trade opportunities in an increasingly complex global environment. ITC supports Trade Impact for Good, promoting sustainable and inclusive development goals through trade. The Office of the Executive Director (OED) spearheads the positioning of ITC, including communication with donors, external stakeholders, beneficiary groups and the general public as well as internally among ITC staff; leads a corporate approach to event management and fundraising; coordinates strategic partnerships; and oversees key management control functions especially governance, planning and performance reporting, and evaluation. OED is made up of the offices of the Executive Director (OED) and the Deputy Executive Director (ODED) including the Cabinet of the Executive Director, the Strategic Planning, Performance and Governance Section (SPPG), and the Communications and Events (CE) Section. The Strategic Planning, Performance and Governance Section (SPPG) supports ITC’s Senior Management and staff in results-based management: It is responsible for corporate planning, reporting and risk management; for coordinating a corporate approach to fundraising and partnerships and for providing secretariat functions to ITC’s governing bodies. The section also houses ITC's representation office at the UN in New York that contributes to ITC's positioning and outreach, ITC’s Independent Evaluation Unit that contributes to results-based management through independent evaluations of policies, projects, programmes and processes, and the ITC Gender Unit.

Responsibilities

Under the direct supervision of Senior Donor Relations and Governance Officer and the general guidance of the Chief, Strategic Planning, Performance & Governance, the incumbent will be responsible for the following duties:

Governance and Public Administration analysis • Collects, evaluates, interprets and analyses data and qualitative information on governance, public administration and management development trends and issues, strategies and policies. • Maintains databases for database management and organizes non-quantitative information on governance, public administration and management development trends and issues, strategies and policies, including ITC’s Resource Mobilization Strategy. • Contributes to the preparation of briefing notes, inputs to speeches and similar materials on governance, public administration and management development in a form that is meaningful to non-specialists. • Assists in substantive research, studies, and prepares or reviews reports and publications included in the Unit’s regular budget programmes. • Assists in the conception, planning and management of expert group meetings, seminars and similar consultations that contribute to the finalization of the work branch’s outputs.

Intergovernmental support • Contributes to the preparation of governance events such as the meeting of the Consultative Committee of the ITC Trust Fund and ITC’s Joint Advisory Group as well as other intergovernmental events in which ITC takes part. • Follows intergovernmental meetings and prepares summary reports, including the minutes of the CCITF and the JAG meetings. • Contributes to the preparation of inputs to statements by ITC’s Executive Director, Deputy Executive Director. Provide support to Senior Donor Relations and Governance Officer, and ITC’s funder focal points in their engagement with donor governments. • Assists in the preparation and organization of meetings of intergovernmental bodies.

Technical cooperation • Contributes to the preparation of documentation for the technical cooperation programmes and projects. • Assists in the supervision and provision of technical support for seminars and workshops under the Division’s technical cooperation programme.

Programme support • Provides inputs to the formulation of the medium-term plan, the programme of work and the budget of the Unit and in the formulation of the organization’s overall programme of work and other similar endeavors. • Attends to various administrative matters concerning the Unit, the Section or Division. • Maintains records and data related to the programmes within his/her responsibility and keep track of data, information and documentation. • Performs other related duties as required.

Education

An advanced university degree (Master’s degree, or equivalent) in public administration, governance, political science, social science, business administration, law, public finance or related field such as international relations, development studies.

A first-level degree (Bachelor’s degree or equivalent) in the specified fields of studies with two additional years of relevant work experience may be accepted in lieu of the advanced university degree.

A minimum of two years of progressively responsible experience in governance, public administration, development management or related area is required.

Previous work experience within the United Nations system is desirable.

Experience in resource mobilization strategy formulation process is desirable.

Experience in speech writing and drafting is desirable.

Experience with data platforms and dashboards is desirable.

Languages

For the position advertised, fluency in English is required.
