The UNFPA Strategic Plan embraces the vision of the 2030 Agenda and places the achievement of gender equality and the empowerment of women and girls as a priority, and as an essential recondition to reaching those furthest behind. This together with UNFPA’s commitments to support the realization of international conventions and resolutions, including the Convention on the Elimination of all Forms of Discrimination against Women (CEDAW), ICPD Beyond 2014.

Review, the Beijing Declaration and Platform for Action plus 20 Review, the 2030 Agenda for Sustainable Development, UN Security Council Resolution 1325 among others, confirm that gender equality and the empowerment of women and girls is at the heart of UNFPA’s work, both as a stand- alone dedicated area of work and from a mainstreaming approach.

In Nepal, women have long experienced high levels of poverty, Gender Based Violence, social exclusion and marginalization because of their gender. One in four ever married women have experienced spousal physical, sexual, or emotional violence. Social norms that value men and boys over women and girls deny equal opportunities to women and girls and result in a range of harmful practices, including child marriage and gender-biased sex selection. Evidence shows that vulnerabilities of women and adolescents are exacerbated during crisis situations, heightening their risk to gender-based violence. For women from ethnic minorities and groups considered low caste and those living with disabilities, these disadvantages are greatly compounded, making them the most left behind.

To advance gender equality and the empowerment of women and girls as well as to combat GBV, UNFPA contributes to strengthening policy, legal and accountability frameworks. This includes support for policies and programmes and human rights mechanisms that protect the rights of women and girls, promote equal opportunities, and end all forms of violence and discrimination against women and girls and other marginalized groups. UNFPA implements comprehensive programmes to change underlying social norms that impede eliminating gender discriminatory practices, including gender-based violence and harmful practices. In Nepal, UNFPA manages a portfolio of Gender-Based Violence (GBV) and Harmful Practices programmes, including the flagship GBV Prevention and Response (GBVPR) programme and other projects that focus on combating GBV, ending child marriage, son preference, gender-biased sex selection, and comprehensive sexuality education. As the lead agency for gender-based violence area of responsibility under the Global Protection Cluster, UNFPA plays a prominent inter-agency role and supports multi-sectoral capacity building and the use of a continuum approach in the development and humanitarian settings to address GBV. All these programmes are closely linked to UNFPA-supported interventions to advance reproductive rights in the country, supported by efforts to improve population data systems to map and address inequalities and improve the availability of sex-disaggregated data across the country. Against this backdrop, the Associate GBV Officer will work in collaboration with GBV thematic programme teams across UNFPA. In addition, s/he will assist in the collaboration with implementing partners of projects and programmes in the areas of GBV and sexual and reproductive health, as well as gender- based violence and harmful practices

Under the direct supervision of the Gender Equality and Human Rights Specialist, the UN Volunteer will undertake the following tasks:

● Provide programmatic and administrative support for the inception and implementation of the UN- FPA Programmes on Gender and GBV thematic areas of work. ● Support in the implementation of work plans with implementing partners. ● Assist in the development of annual work plans of UNFPA and implementing partners. ● Tracks the recommendations from the field monitoring visits to ensure they are adequately ad- dressed by the programme in coordination with M & E team. ● Provide necessary support to Humanitarian Team for humanitarian preparedness and response. ● Provide support to organize workshops, seminars, and international day events across the GBV and Women Empowerment areas of work. ● Support for the timely submission of progress and other reports, as required. ● Contributes to the documentation of lessons learned and best practices related to UNFPA’s work in GBV and GEWE. ● Support the drafting of meeting minutes, presentations, concept notes, and terms of references related to Gender and GBV including GBV in a humanitarian context. ● Support desk research on issues of GBV Gender Equality and Women Empowerment including policy as and when required. ● Creates and documents knowledge about current and emerging issuesrelating to gender, and GBV, by analyzing programmes, strategies, and approaches for lessons learned, and best practices, sharing knowledge with Programme Team and management for planning future strategies. ● Any other related tasks as may be required or assigned by the supervisor.

(ideally) or demonstrated interest in GBV prevention and response, gender equality and women empowerment; Familiarity with issues related to gender equality and Gender Based Violence; Understanding of women’s rights, and gender equality dimensions in programme; implementation, and monitoring; Good analytical and research skills Attention to detail and accuracy; Excellent communication and report writing skills, including data visualization skills; Ability to work and adapt professionally and effectively in a dynamic work environment. Adept to work in a multicultural team with respect for diversity; Proficiency in MS Office software (Word, Excel, PowerPoint, etc.) and familiarity; with statistical applications; Previous experience as a volunteer and/or experience of another culture, (i.e. studies, volunteer work, internship) would be highly regarded.

Nepal currently finds itself at a critical juncture. While it is still transitioning from a unitary to a federal structure with changes at central, provincial, and local levels, it is burdened with the recovery from the COVID-19 pandemic and increasingly frequent and severe natural disasters due to climate change that will make it more difficult to accelerate sustainable development.

Nepal offers many places of natural beauty, from the highest mountains of the world in the North and ancient cities in the central region, to jungles with abundant wildlife in the Southern plains. Nepalese people are welcoming and interested in engaging with foreigners. Kathmandu is a safe city with many restaurants and cultural activities. Mobile phone reception within the Kathmandu Valley is reliable and mobile data packages can be purchased at low cost throughout the city. Internet facilities are also commonly available in residential buildings or can be purchased easily from different service providers. While housing in Kathmandu is generally of good standard, rental prices for foreigners may vary widely. However, there is no guarantee of continuous electricity or running water, even within Kathmandu. ATMs are widely available in Kathmandu and credit cards can be used at many sites, including some tourist areas.

Public buses and airplanes are the modes of transportation for long-distance travel in Nepal. Bicycles, taxis, buses, rickshaws, and tempos (three-wheeled motorized vehicles) are the modes for local transportation. Travel in Nepal, whether by foot, bicycle, taxi, bus, or airplane, is potentially hazardous and therefore can be very stressful. Delays and cancellations due to bad weather, road or airport conditions, mechanical failures, or lack of personnel are to be expected.

In addition to traffic, air pollution is a major hazed in Nepal, in Kathmandu. The geographical location of the Kathmandu Valley exacerbates different sources of air pollution because the valley gets insufficient wind to disperse air pollutants due to the mountain ranges that enclose the region. Furthermore, Nepal’s location between China and India means that the air pollutants from both countries flood into Nepal and vice versa.

Healthcare services in Nepal are provided by both public and private sectors. The most well equipped public and private hospitals are in Kathmandu. Health facilities that exist in Kathmandu can be trusted for basic medical diagnosis and treatment. Surgical procedures can also be performed in Kathmandu and pharmacies are widely available with a solid stock of essential drugs. Credit cards are accepted only in some clinics and hospitals in Kathmandu. The rest may only accept cash.

For the National UN Volunteer assignment, the UN Volunteer will be responsible for arranging his/her own housing and other living essentials. National UN Volunteers are part of the malicious insurance plan.
