The Office of the UNHCR was established on 14 December 1950 by the UN General Assembly. The agency is mandated to lead and co-ordinate international action to protect refugees and resolve refugee problems worldwide. Its primary purpose is to safeguard the rights and well-being of refugees. It strives to ensure that everyone can exercise the right to seek asylum and find safe refuge in another State, with the option to return home voluntarily, integrate locally or to resettle in a third country (www.unhcr.org).

UNHCR Dadaab office is in Dadaab Sub-County, Garissa County which is about 100Km from UNHCR Dadaab Main Office (DMO). The office is managing 3 refugee camps of around 225,000 refugees. Currently the office has a total of 116 vehicles being managed by CARE an Implementing Partner in terms of service maintenance and repair. It has a capacity of fuel consumption of 220,000 liters/month. Additional to the above, the UNHCR Dadaab operation supports the police with vehicle maintenance and repair, fuel allocation to a total of 74 vehicles. The operation is using in total 58 generators to provide electricity power in the camps, UNHCR and Partners offices including the accommodation. A national UNV is managing those generators. The incumbent of this position will play the role of supervision of CARE and the UNV in charge of generators to oversight the work being done and advise UNHCR Supply Officer accordingly.

Under the direct supervision of Supply Officer, the UN Volunteer will undertake the following tasks:

Coordinate, manage and support all the fleet management activities in the Office.
Implement effective fleet management that regularly monitors the fleet pool, saves cost and safeguards the investment of the organisation.
Apply UNHCR's fleet management strategy when preparing plans for purchase of important fleet assets. Conduct spend analyses using historical spend data to identify trends that can be used to plan procurement activities and Frame Agreements.
Plan for acquisition, maintenance and replacement of fleet assets. Develop local fleet management replacement strategies taking into account UNHCR short and medium term requirements.
Coordinate activities of implementing partners and/or contractors performing fleet related activities, and ensure that they understand and adhere to relevant UNHCR rules and procedures.
Respond to field requests for information and advice and coordinate responses from a range of HQ units to provide a clear, consistent and timely response to the field.
Collect information both in the field and in HQ, to ensure relevant and appropriate information is gathered and shared. Promote an understanding of concerns, objectives and priorities for fleet related issues by providing information or expertise to interested parties.
Infrastructure Support
Provide fleet management reports, customised reports, and gathers information on all fleet assets and provides in-depth reports periodically and when requested.
Monitor the quality and accuracy of fleet related data in relevant business systems. Compile and analyse statistical information, identify trends and developments in fleet related matters that will assist in decision making.

Disseminate, promote commitment to and monitor compliance with UNHCR's global policies, standards and guidance on fleet management. - Followup the procurement of fuel, lubricants, and spare parts

general logistics, including warehousing, transportation, customs clearance and procurement, and in managing and supporting staff. The following experience is preferred: in other UN organizations, working for a humanitarian aid organization in a developing country and/or working in fleet and transport management within UNHCR.

The town of Dadaab is located in the North Eastern Province of Kenya. It is in a semi-arid area and is mostly dry plus hot all year round. Staff members must be willing to visit and work in the refugee camps routinely. The UNHCR Sub- Office Dadaab is located amongst the three refugee camps (Dagahaley, Ifo, and Hagadera), some 90 km away from the Kenya-Somalia border. Due to the isolation of the duty station and ongoing security concerns, the duty station is categorized as hardship category E and substantial security level. The UN compound is surrounded by the Hesco fences and there is curfew in place from 6pm to 6am, when the external gate is closed. All movement outside the UN compound to and within the camps requires armed police escort. There are limited banking facilities at Dadaab with only one bank in which staff may open a bank account and withdraw cash with certain debit/credit cards.

Internet and communications networks are available at the compound with fairly good speed.

Remoteness, isolation and lack of entertainment in social life are the factors to be also considered prior to applying.

Security Considerations:

All staff members in the Dadaab Operation reside in the office compound with a small number mainly recruited from the host community live within the town. For those living within the office compound guest house there is a curfew is in effect from 1830 to 0600am and the requirement to answer daily radio checks. Climatic conditions are harsh, and despite fumigation of the compound, insects and even snakes are present in the environment. Apart from a satellite level 1 JMS medical clinic, there is no other medical back up; therefore, staff assigned to Dadaab must be in good health. Evacuation opportunities are limited. Candidates with conditions requiring regular treatment or medical supervision should be appropriately advised.

There are limited banking facilities at Dadaab with one bank (Equity) having a branch locally. Internet and communications networks are available at the compound and the mobile telephone network remains stable with 3G.

Dadaab is at UN security level (SLS) 4 as a duty station.

The security situation continues to be a challenge in SO Dadaab and the candidate needs to have undergone proper security training. Meanwhile, staff movements in the Dadaab Operation are strictly restricted and all staff are obliged to adhere to security advisories.
