Org. Setting and Reporting The United Nations Office at Nairobi (UNON) is the UN headquarters in Africa and the Director-General of UNON is the representative of the Secretary-General in Kenya. UNON supports programme implementation of the United Nations Environment Programme (UNEP), the United Nations Human Settlements Programme (UN-Habitat) and the Resident Coordination System (RCS) globally, as well as other UN offices in Kenya, by providing administrative, security, conference and information services (www.unon.org).

The Associate Finance and Budget Officer position will be located in the Programme Management Section and will report to the Senior Programme Management Officer (SPMO) for the UNON Conference Facilities Capital Project (CFCP), Division of Administrative Services, UNON.

Responsibilities Within delegated authority, the Associate Finance & Budget Officer will be responsible for the following duties:

Workplan and Reporting: - Supports the preparation of the annual Work plan and its revisions, taking into account recommendations and decisions of specialized intergovernmental bodies and programme budgets. - Provides advice and support in relation to relevant intergovernmental and expert bodies requirements and supports incorporation of these into subsequent revisions of the Workplan; assists in securing approval from the General Assembly. - Supports reporting requirements to GA and Member States, including providing information/inputs on budget (implementation rates) and financial statistics. - Ensures legislative mandates are accurately translated into programme budgets.¿¿¿

Budget preparation: - Reviews and analyses cost estimates and budget proposals, in terms of staff and non-staff requirements including programmatic aspects; ensure compliance with the Workplan and other legislative mandates. - Reviews and analyses programme budget/financial implications as required. - Elaborates on of resource requirements for budget submissions. - Provides support to relevant intergovernmental and expert bodies in their budget review; assists in securing approval from the General Assembly. - Regularly consults, liaises with UNON Budget and Financial Management Service (BFMS) on all Budget and Finance matters related to the CFCP and programme delivery.

Budget and Finance administration: - Prepares allotments, including redeployment of funds when necessary, ensuring appropriate expenditures. - Acts as Project Certifying Officer within delegated authority. - Monitors budget implementation and recommends reallocation of funds as necessary. - Monitors expenditures to ensure that they remain within authorized levels. - Reviews requisitions generated by the system for goods and services to ensure (a) correct coding blocks and objects of expenditure have been charged, and (b)availability of funds. - Administers and monitors extra-budgetary resources, including review of agreements and cost plans, ensuring compliance with regulations and rules and established policies and procedures. - Assists in the preparation of budget performance submissions. Supports the accurate compilation of asset under construction (AUC) project costs into fixed asset accounts, and the closing those accounts once the related AUC has been completed. - Customises Business Intelligence (BI) reports from Umoja to suit intended audience as necessary. Reviews and assists in finalization of budget performance reports, analyzing variances between approved budgets and actual expenditures. - Supports the accurate compilation of asset under construction (AUC) project costs into fixed asset accounts, and the closing those accounts once the related AUC has been completed. - Assists in providing budget, finance and other substantive support to intergovernmental and expert bodies. - Provides budget and finance inputs and statistical information for purposes of reporting.

General: - Keeps up-to-date on documents/reports/guidelines that have a bearing on matters related to programme budgets, ensuring compliance with intergovernmental recommendations and decisions as well as with United Nations policies and procedures; - Provides informal Budget and Finance and Umoja training to other staff in the Programme Management Section. - Performs other related duties as assigned.

ACCOUNTABILITY: Takes ownership of all responsibilities and honours commitments; delivers outputs for which one has responsibility within prescribed time, cost and quality standards; operates in compliance with organizational regulations and rules; supports subordinates, provides oversight and takes responsibility for delegated assignments; takes personal responsibility for his/her own shortcomings and those of the work unit, where applicable.

Education Advanced University degree (Master's degree or equivalent) in business administration, finance, accounting or related field is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Candidates who have passed the United Nations Young Professionals Programme Examination (YPP), the United Nations Competitive Recruitment Examination (NCRE) or the G to P Examination (G to P) are recommended to apply.

Work Experience A minimum of two (2) years of progressively responsible experience in finance, administration, budget, business administration or related area is required.

1 year or more of experience in data analytics or related area is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of French is desirable.

NOTE: "fluency equals a rating of "fluent" in all four areas (read, write, speak, understand) and "Knowledge of" equals a rating of "confident" in two of the four areas.

Assessment As YPP and G to P candidates have been through a rigorous assessment process, no formal competency-based interviews or assessment tests will be conducted.
