Background Information - Pakistan

UNOPS Pakistan (Project Office) is part of the Sri Lanka Multi Country Office in the Asia Region. UNOPS commenced operations in Pakistan in 1999 and significantly upscaled activities from 2005 onwards to support populations affected by and vulnerable to earthquakes. In 2010, UNOPS opened a permanent office in Islamabad to support the Government of Pakistan and other partners to undertake humanitarian and reconstruction services, following the most devastating floods in the nation’s history.

UNOPS Pakistan has been implementing projects in the areas of early recovery and reconstruction of community infrastructure, project management, monitoring and evaluation, community development, fund management, human resources management, procurement, and infrastructure design and implementation. Supported strategically by a regional operational hub and UNOPS headquarters in Copenhagen and within the overarching framework of the ONE UN Programme, UNOPS Pakistan continues to deliver projects across the country under its core delivery practices of sustainable infrastructure, sustainable procurement, and sustainable project management.

With a steady growth of the project portfolio in recent years and a new strategic direction, UNOPS Pakistan is looking to strengthen the relationships with existing partners as well as build new alliances and diversify the portfolio of work, in line with UNOPS strategic and Asia regional objectives.

Background Information - Job-specific

UNOPS through the funding support from KOICA is in the process of implementing a Project to enhance the capacity of Government of Pakistan in provision of safe drinking water by upgrading water-quality testing laboratory buildings in KP, Islamabad and Punjab, procurement and installation of laboratory equipment and executing minor upgrade works in laboratory buildings.

The Associate Electrical Engineer will report to the Project Manager based in Islamabad and will oversee/provide technical assistance during the Defect Notification Period (DNP) of the minor upgrade works in the laboratory buildings that are being completed and handed over to the government stakeholders.

The Associate Electrical Engineer will also provide technical assistance and expertise to the UNOPS Pakistan office with reference to conducting electrical works assessments for the potential infrastructure projects, developing electrical designs and providing support in the implementation of electrical component in the ongoing infrastructure projects, monitoring and field coordination, ensuring high quality and consistency of work for the design, installation and commissioning of electrical engineering component of the infrastructure projects. The Associate Electrical Engineer will also promotes a collaborative, client focused, quality and results-oriented approach within the Project Teams in UNOSP Pakistan office.

Functional Responsibilities

The functional responsibilities will include but not limited to the following: - Support the Project manager during the Defect Notification Period of the project sites by keeping a record of electrical system related complaints, visit the project sites as need arises, testing the electrical systems, guiding the contractors in resolving site problems, as necessary. - Assist in checking and confirming that laboratory equipment is successfully delivered and commissioned by the suppliers in selected laboratories according to timeline, specifications and quality; - Assist in coordination with district laboratories’ administration, research officers in provincial laboratories, suppliers representatives and contractors for smooth progress during the DNP; - Assist in the design & analysis of Electrical engineering systems for the new projects to be designed in-house as requested; utilizing research, development, relevant codes, and good engineering practices. - Assist in preparing Electrical drawings including plans, sections, elevations, schematics, details, and other layouts as needed for the ongoin - Assist in preparing Electrical bills of quantities suitable for tendering in an accurate manner and in harmony with the produced design drawings. - Perform quantity surveying for designed tasks. - Assist in preparing and verifying technical specifications for Electrical systems including products, apparatus, services and associated quality of workmanship - Produce programs of works for designed tasks to identify all timelines for the implementation of Electrical Works. - Assist in Drafting Electrical Engineering design reports, Design Brief Reports, etc. - Assist in supporting design calculations and preparing estimates and prices for developed design packages.

Education/Experience/Language requirements

Education - Secondary school certificate with practical experience in implementing and monitoring works is required - Diploma in Engineering (civil, electrical or any other relevant discipline from a recognized institute will substitute 2 years of experience

Work Experience - Six(6) years of experience in Electrical and MEP works site supervision is required. - Experience of UNOPS Infrastructure Project implementation is highly desirable. - Experience in Building Maintenance Works and Finishing Works - Experience in using AutoCad is highly desirable - Excellent communication skills. - Good IT understanding is desirable.

Language Requirements - Full knowledge of the working language English is essential - Knowledge of another official UNOPS language is an asset

More Information about retainer Contract - A retainer Individual Contractor Agreement (ICA) is issued for a period of time during which the services of the individual contractor may be required intermittently. - A retainer ICA will specify a unit price (e.g. amount per day actually worked). For budgetary purposes, a monetary limit will be specified at the time the ICA is awarded and issued. - UNOPS shall have no obligation to obtain any minimum quantity of Services from the Individual Contractor during the duration of the retainer ICA. - Payment will be made only after completion of work (if any) or reaching agreed milestones. - As a UNOPS ICA retainer, you are required to complete at least two (2) online courses upon signature of your contract and prior to commencing any retainer assignment related to Ethics and Integrity, the Prevention of Sexual Exploitation and Abuse. If you go on an official mission, you are required to complete an online course related to security awareness. These courses are available for free on UNOPS learning platform and shall be completed within the first three months following the contract signature, at no cost for UNOPS. UNOPS reserves the right to request a refresher of the mandatory courses is taken or newly promulgated mandatory courses are completed at no cost for UNOPS.
