Org. Setting and Reporting This position is based in the Department of Enterprise Competitiveness and Institutions (DECI) and attached to the Sector and Enterprise Competitive Section (SEC). The Associate Economic Affairs Officer will belong to the UK Trade Partnerships Programme team.

The United Kingdom Trade Partnerships (UKTP) Programme is one of the implementing partners of the Foreign, Commonwealth & Development Office (FCDO) of the United Kingdom of Great Britain and Northern Ireland's Trade Centre of Expertise (CoE) - a new mechanism established to provide a streamlined offer for developing countries and UK High Commissions to access high quality trade-related technical assistance. The UKTP Programme aims to increase trade from developing countries to the United Kingdom (UK) and the European Union (EU) by maximizing the benefits of UK and EU Economic Partnership Agreements (EPAs) and the UK's Developing Countries Trading Scheme (DCTS). The UKTP Programme works in partnership with government agencies, private sector organisations, public sector institutions, small and medium-sized enterprises and other local stakeholders.

Within the framework of UKTP, current activities of the programme are: - Exports and imports market research. - UK market access advisory, trade fair participation, UK and inward trade and investment missions for SMEs. - Select advisory in areas such as marketing, branding, product development and packaging, and gender equality. - Strengthening of business support organizations for high-export potential sectors.

Responsibilities Under the overall supervision of Chief, Sector and Enterprise Competitiveness and the direct Supervision of the Programme Manager for UKTP, and within delegated authority, the duties of an Associate Economic Affairs Officer are likely to fall mainly into one of the three functional areas below.

Economic and/or sector analysis: - Collects, evaluates, interprets, analyses specified statistics and qualitative socio-economic information obtained from a variety of sources and pertaining to particular sectors, countries, regions or development topics. - Maintains databases and programmes for database management and organizes non-quantitative information. - Assists in the design, testing, operation and modification of econometric models. - Prepares briefing notes, inputs to speeches and similar material on economic or sector issues in a form that is meaningful to non-specialists; - Prepares first drafts of sector, country or regional components of analytical studies on development issues and policies. - Assists in the organization and servicing of expert group meetings, seminars, etc on development issues.

Technical cooperation: - Compiles and analyses the data and other information necessary for the preparation of technical cooperation project proposals in the area of economic development. - Prepares documentation for technical cooperation programmes and projects. - Contributes to the preparation of material for the approval of regional, country or sector technical cooperation projects. - Monitors, backstops and assesses the implementation of technical cooperation programmes and projects.

General: - Performs other related duties as required, including a variety of administrative tasks necessary for the final delivery of the work unit’s services; - Undertakes on-the-job and other training activities, both internally and externally.

Competencies - PROFESSIONALISM: Knowledge of economic theories and their application, particularly in the areas of industrial economics and trade. Ability to identify and develop sources for data collection, particularly with business customers, SMEs and business support organizations. Ability to undertake market research, analyse quantitative and qualitative data, make recommendations and write reports. Shows pride in work and in achievements; demonstrates professional competence and mastery of subject matter; is conscientious and efficient in meeting commitments, observing deadlines and achieving results; is motivated by professional rather than personal concerns; shows persistence when faced with difficult problems or challenges; remains calm in stressful situations.   • COMMUNICATION: Speaks and writes clearly and effectively; listens to others, correctly interprets messages from others and responds appropriately; asks questions to clarify, and exhibits interest in having two-way communication; tailors language, tone, style and format to match audience; demonstrates openness in sharing information and keeping people informed.

  • ACCOUNTABILITY: Takes ownership of all responsibilities and honours commitments; delivers outputs for which one has responsibility within prescribed time, cost and quality standards; operates in compliance with organizational regulations and rules; supports subordinates, provides oversight and takes responsibility for delegated assignments; takes personal responsibility for his/her own shortcomings and those of the work unit, where applicable.

    Education An advanced university degree (Master’s or equivalent) in economics or related field such as business administration or commerce is required. A first-level degree (Bachelor’s degree or equivalent) in the specified fields of studies with two additional years of relevant work experience may be accepted in lieu of the advanced university degree.

    Job - Specific Qualification A specialization in industrial organization or business marketing is desirable.

    Work Experience A minimum of two (2) years of progressively responsible experience in economic research and analysis, policy formulation, application of economic principles in development programmes or related area is required.

    Experience with trade and investment services is desirable.

    Experience in business market research is desirable.

    Languages For the position advertised, fluency in English is required; and knowledge of French is desirable. Knowledge of another official United Nations language is an advantage.

    Assessment Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
