Org. Setting and Reporting The mandate of the United Nations Economic and Social Commission for Asia and the Pacific (ESCAP) is to promote sustainable and inclusive development and regional connectivity in the Asian and Pacific region. ESCAP’s role as a regional development arm of the United Nations Secretariat is to support its membership with policy oriented research and analysis, normative support and technical assistance and capacity building, to respond to the development priorities and changing needs of the Asian and Pacific region.

This position is located in the Transport Connectivity and Logistics Section, in the Transport Division. The incumbent reports to the Chief of Transport Connectivity and Logistics Section.

Responsibilities Under the direct supervision of the Chief of Transport Connectivity and Logistics Section, and overall supervision of the Director, Transport Division, the incumbent is required to perform the following functions:

Economic and/or sector analysis - Collects, evaluates, interprets, analyses specified statistics and qualitative socio-economic information obtained from a variety of sources and pertaining to, in particular, transport facilitation and logistics. - Maintains databases and programmes for database management and organizes transport-related information. - Assists in the design, testing, operation and modification of econometric models related to transport facilitation development to analyse transport corridors. - Prepares briefing notes, inputs to speeches and contributes to the preparation of written submission and outputs of the Section, e.g. Strategic Framework, Programme Budget, background papers, analytical notes, reports and studies, inputs to publications and requests from external parties. - Assists in the organization and servicing of meetings, seminars and workshops, both legislative and non-legislative, including preparation and organization of meeting documents and presentation materials. - Prepares inputs for reports to intergovernmental bodies. - Compiles and analyses the data and other information necessary for the preparation of technical cooperation project proposals in the area of economic development related to transport facilitation and logistics. - Prepares documentation for technical cooperation programmes and projects related to transport facilitation development. - Monitors, backstops and assesses the implementation of technical cooperation programmes and projects related to transport facilitation and logistics. - Performs other related duties as required, including a variety of administrative tasks necessary for the final delivery of the Section’s services.

Education A recognized first-level university degree in economics, transport, business administration or related field is required.

A first-level university degree and no experience will be accepted for candidates who have passed the Young Professionals Programme Examination (YPP), the United Nations National Competitive Recruitment Examination (NCRE) or the General Service to Professional Examination (G to P).

Work Experience A minimum of two years of progressively responsible experience in economic research and analysis, policy formulation, application of economic principles in development programmes, preferably transport-related or the successful completion of the United Nations National Competitive Recruitment Examination (NCRE) or Young Professionals Programme Examination (YPP) is required.

Experience in the United Nations Common System or international organizations is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of another UN official language is an advantage.

Assessment Qualified applicants may be evaluated through a competency-based interview and/or other assessment methods.

Special Notice This is a temporary position and will be available from 6 July 2022 to 31 May 2023. If the selected candidate is an internal staff member of the UN Secretariat, the selection will be recorded as a temporary assignment; an external candidate will initially be offered a temporary appointment. Any extension of appointment is subject to satisfactory performance and continued availability of the post.

While this temporary assignment may provide the successful applicant with an opportunity to gain new work experience, the selection for this position is for a limited period and has no bearing on the future incumbency of the post.

In the event that this position becomes vacant, it will be filled through the Young Professionals Programme placement according to ST/AI/2012/2/Rev.1.

Staff Members are subject to the authority of the Secretary-General and to assignment by him or her. In this context, all staff are expected to move periodically to new functions in their careers in accordance with established rules and procedures.
