Org. Setting and Reporting

The position is located in the DCO regional office for the Arab States (roAS), and has a dual reporting line to the Coordination Officer heading the Coordination Office in Gaza and to the roAS Team Leader.

Responsibilities

Within delegated authority, the Associate Development Coordination Officer, Programme Communications and Advocacy will be responsible of the following duties:

  1. Assists in monitoring, analysis and reporting on access and movement, humanitarian and socio-economic challenges, access to basic services and activities undertaken by the UN and other partners in Gaza

• Substantively supports the monitoring and analysis of socio-economic developments in Gaza, including with regard to key economic sectors, public services and trade and stays abreast of the situation, key players and activities as well as the challenges and opportunities faced. • Monitors developments on access and movement, particularly entry of humanitarian and commercial goods through Rafah, Salah Ad Din and Kerem Shalon / Kerem Abu Salem, access to basic services, including water and electricity; assesses impact on humanitarian and socio-economic conditions inside the Strip. • Identifies and analyzes key development challenges and opportunities, and supports the development of strategies, policies, key messages and advocacy opportunities designed to achieve common objectives. • Maintains contacts with the Gaza private sector in anticipation of an increase in commercial goods entering and of post conflict reconstruction and recovery efforts.

  1. Support inter-agency coordination in Gaza

• Monitors and reports on developments related to the CU/RCO and UNCT development and socio-economic programs and activities in Gaza, including preparing inputs for situation reports, background notes, options papers and public communications; • Provides substantive support to the Resident Coordinator (RC), the UN Country Team (UNCT), the Programme Management Team (PMT) and UNSDCF results groups in relation to UN programmatic activities in Gaza, including activities under the UN Sustainable Development Cooperation Framework (UNSDCF), where feasible, and makes recommendations for adjustments of progamme priorities in response to changing circumstances on the ground; • Provides Secretariat support to the UN Gaza Team once resumes functioning. • Maintains an effective system of information management designed to guarantee accessibility and utility of information on UN development programming in Gaza;

  1. Support the UNCT OPT Assessments Task Force and post-conflict recovery strategies and efforts for Gaza

• Keep track of UN and other assessments on the Gaza conflict and its impact emanating from OPT and the region, including from Agencies Funds and Programmes, Regional Commissions (ESCWA), International Financial Institutions and others. • Provide substantive and secretariat support to the UNCT OPT Assessment Task Force, chaired by RCO OPT. • Support the Rapid Damage Needs Assessment (RDNA) process between the United Nations, the World Bank and the European Union, including but not limited to the gathering to data. • Advise on and contribute to the design and implementation of post-conflict reconstruction and recovery strategies and plans in Gaza.

  1. Support to DCO regional office for Arab States (roAS)

• Support roAS in general coordination tasks, including supporting the preparation of meetings for the Regional Director (eg. creating agendas, briefing notes and key messages, and follow-up on various actions and decisions). • Monitor and analyze regional developments and trends, providing timely reports and updates to inform decision-making and strategic planning. • Support the organization and facilitation of regional meetings (e.g. RCP, IBCs, PSG, etc), workshops, and conferences within the region, fostering a collaborative environment for knowledge sharing and partnership building. • Support information systems at the regional and country level to ensure accurate data collection, analysis, and dissemination, including but not limited to IMS, UNINFO, and annual results reporting.

Education

Advanced university degree (Master’s degree or equivalent) in communications, journalism, business or public administration, sustainable development, social sciences, political science, human rights, education or related area. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of two years of progressively responsible experience in programme communications and advocacy or partnership development in the context of development cooperation or related area is required.

Experience in analyzing political, economic and social challenges is desirable.

Experience contributing to development of strategic products for international audiences, including donors, is desirable.

Languages

English and French are the working languages of the UN Secretariat. For this position, English and Arabic are the working languages, and oral and written fluency in both languages is required.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

Special Notice

This position is temporarily available for a period of 6 months/until June 2024. If the selected candidate is a staff member from the United Nations Secretariat, the selection will be administered as a temporary assignment.

While this temporary assignment may provide the successful applicant with an opportunity to gain new work experience, the selection for this position is for a limited period and has no bearing on the future incumbency of the post.
