Org. Setting and Reporting This position is located in the Programme Office in Mauritania (POMRT) of the United Nations Office on Drugs and Crime (UNODC) in Nouakchott, Mauritania. The position operates under the Regional Office for West and Central Africa (ROSEN), Division for Operations (DO), United Nations Office on Drugs and Crime (UNODC) based in Dakar, Senegal. The incumbent will work under the direct supervision of the Crime Prevention and Criminal Justice Officer (Law Enforcement), based in Nouakchott, and the overall guidance of the UNODC Representative of ROSEN. The incumbent will liaise and cooperate closely with the Programme Coordinator (Sahel Region) based in Dakar, Senegal.

Responsibilities The incumbent will contribute to the implementation of the UNODC Sahel Programme in Mauritania and, particularly, will act as the primary coordinator of a joint UNODC-UNESCO project entitled “Renforcement du leadership des femmes dans la prévention et lutte contre l'extrémisme violent, à travers la participation à la justice pénale, la promotion de la cohésion sociale et de l’identité culturelle“, hereafter referred to as “PBF project”. In addition, the incumbent will have to liaise with the United Nations Educational, Scientific and Cultural Organization (UNESCO) Office for the Maghreb, based in Rabat, and its representative in Mauritania.

Within assigned authority, the incumbent will be responsible for the following specific duties:

  • Contribute to the implementation of the PBF project work plan and necessary amendments, in coordination with the members of the project’s Steering Committee.

  • Provide substantive support in the conceptualization of the project’s activities.

  • Provide substantive support at events, such as meetings and conferences, related to the project implementation, including proposing agenda topics, identifying participants, preparing documents and presentations.

  • Guide UNODC national experts and consultants working under the PBF project, and closely liaise with UNESCO national experts in Mauritania and with the culture sector at the UNESCO Rabat Office.

  • Undertake outreach activities and participate in presentations on assigned topics/activities.

  • Participate in field missions, which include provision of guidance to external consultants, government officials and other parties, and drafting of mission summaries, and other related reports.

  • Coordinate activities related to substantive and financial reporting and prepare related documents/reports (such as progress reports, work programme, programme budget).

  • Monitor the substantive progress and results of the PBF project activities; liaise with relevant stakeholders to collect, analyze and disseminate data related to Airport Communication Project (AIRCOP) results, and produce analytical reports based on monitoring data.

  • Assist in drafting periodic reports, updates and advocacy materials related to PBF project implementation for donors and external audiences.

  • Prepare various written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications; prepare briefing notes and summary reports on the region for senior management and for country and regional consultations with donors, as well as for other major UNODC or UNESCO events.

  • Perform other work-related duties as assigned.

    Competencies - Professionalism: Has knowledge and understanding of theories, concept and approaches relevant to technical cooperation, programme/project implementation, and gender mainstreaming. Has knowledge of major international crime prevention issues, as well as of the UNODC mandates and policies. Has also a minimum knowledge of UNESCO’s mission and specific actions in the field of the prevention of violent extremism through culture. Is able to deal with multiple tasks under tight deadlines and work pressure. Has sound judgment and good analytical and problem-solving skills. Is capable of drafting and produce high quality concept notes, reports and briefings, under time pressure.     Education An advanced university degree (Master's degree or equivalent) in business administration, management, economics or a related field is required. A first-level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

A first-level university degree and no experience will be accepted for candidates who have passed the United Nations Young Professionals Programme Examination (YPP), the United Nations National Competitive Recruitment Examination (NCRE) or the General Service to Professional Examination (G to P).

Work Experience A minimum of two years of professional experience at the international level in crime prevention, technical cooperation, programme management or public administration OR successful completion of the Young Professionals Programme Examination (YPP), the United Nations National Competitive Recruitment Examination (NCRE) or the General Service to Professional Examination (G to P) is required. Practical work experience in programme/project formulation, development, execution, implementation and monitoring, particularly in crime related areas is required. At least one year of practical experience in developing and/or implementing initiatives/projects on gender is required. Practical experience in the promotion of the recognition of cultural diversity is desirable. Experience within the United Nations system or a similar international organization is desirable. Work experience in the Northwest African region and/or in the Sahel region is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For this position, fluency in French and English is required. Knowledge of Arabic is desirable. Knowledge of other languages spoken in Mauritania is desirable. Knowledge of another United Nations official language is an advantage.
