Org. Setting and Reporting The United Nations Human Settlements Programme (UN-Habitat) is the agency for human settlements mandated by the UN General Assembly to promote socially and environmentally sustainable towns and cities. UN-Habitat helps the urban poor by transforming cities into safer and healthier places with better opportunities. It works with organizations at every level, including all spheres of government, civil society and the private sector.

The position is located in the Urban Basic Services Section (Kigoma Duty Station) of the Urban Practices Branch (UPB) within the Global Solutions Division in Nairobi.

The Global Solutions Division (GSD) is responsible for providing programmatic direction for UN-Habitat and is responsible and accountable for the programmatic delivery of the Strategic Plan. The Division leads the tools and methodology production and the integration of the various substantive competencies towards effective delivery of the Strategic Plan and the mandate of UN-Habitat. It provides substantive training to staff members and supports capacity development of Member States and partners.

The Urban Practices Branch (UPB) is the tools and methodology production and skills centre of the UN-Habitat, that develops normative guidance and cutting-edge tools through communities of urban practice. It provides technical and policy advice approaches and methodologies to MCOs/CO, government and partners and mainstreams them throughout the programme portfolio. It also ensures that the cross-cutting area of safety and the social inclusion issues of human rights; gender; children, youth and older persons; and disability are developed and mainstreamed across the Agency.

The Urban Basic Services Section (UBSS) develops and implements, in support of the Agency’s Strategic Plan and Work Programme, pro-poor policies, norms, guidelines, standards, regulatory frameworks and operating procedures, for expanding access to urban basic services and improve the standard of living of the urban poor. The focus of work is on Water and Sanitation; Mobility and Transport; Energy; Waste Management; and the application of people-focused frontier technologies for service delivery with an aim to contribute towards achieving SDG 6, 7 and 11, including the urban basic services aspects of NUA and international climate action goals.

The focus of the position is on overall coordination and management of water and sanitation projects in Tanzania. Under the overall supervision of the Chief of the Urban Basic Services Section, the position reports to the Programme Management Officer: Human Settlements, Urban Basic Services, Water and Sanitation in the Urban Basic Services Section.

Responsibilities Within delegated authority, the Associate Coordination Officer (Human Settlements), Tanzania, will be responsible of the following duties:

1. Provides support for strategic planning for and coordination of UNCT partnerships - Provides support, as assigned, for the development and implementation of the UN-Habitat water and sanitation strategy in Tanzania in alignment with and support of the UNDAF in the country; - Monitors and assesses the strategy at regular intervals to harness new emerging opportunities, to identify probable changes to the internal direction and external environment, and to propose mid-term adjustments; - Provides support to the Chief of Section in identifying risks and opportunities related to specific partnerships, and suggests mitigation measures as relevant; - Prepares inputs on due diligence processes of potential investment and partnership opportunities, under close guidance and in accordance with UN regulations and procedures; - Provides support to Chief of Section to develop and implement locally-tailored partnerships and resource mobilization strategies and initiatives; - Contributes to dialogues with partners to improve development assistance policies and practice; - Assists in liaison and coordination with UN entities at the country level to help package and define UN-Habitat water and sanitation strategies, including differentiated value propositions to attract partners, both traditional and non-traditional.

2. Participates in joint resource mobilization for the UNDAF - Provides support to the Chief of Section to develop and implement locally-tailored resource mobilization strategies and initiatives, and identify appropriate data and benchmarks to measure progress and success; - Monitors and analyzes existing resource mobilization partnerships and relationships, including those with high net worth; - Contributes to the design, formulation, implementation, monitoring and reporting of joint programmes and programming processes for use in joint resource mobilization;

3. Provides support on financing for accelerating the achievement of SDG 6 and 11, as directed - Provides support on financing for development options, instruments, modalities to the Chief of Section, in alignment with the Common Country Assessment (CCA), UNDAF, UN Sustainable Development Cooperation Framework (UNSDCF), MAPS (Mainstreaming, Acceleration and Policy Support) and similar processes; - Analyzes trends and provides support on new and innovative financing mechanisms for development and SDG 6 and 11 acceleration; - Provides inputs for briefing papers and discussion points on issues related to financing for development for consideration by the Section; - Assists in engaging with external stakeholder - including the national government, international financial institutions and others - on financing for SDG 6 and 11 acceleration; - Contributes to the design and execution of innovative proposals to strengthen UN-Habitat’s engagement and reputation, and to generate greater financial resources in support of the SDG 6 and 11.

4. Manages and implements the UN-Habitat component of the UN Joint Programme for Kigoma - Responsible for the day-to-day management and implementation of the UN-Habitat tasks and ensure overall coordination with other participating UN agencies in the UN Joint Programme for Kigoma. - Works in close collaboration with UNICEF and WHO, representatives of regional, district and local government authorities in Kigoma region and other project partners, in coordinating the planning and implementation of the Programme. - Specifically, the Associate Coordination Officer will be responsible for: i. Facilitation and coordination of the stakeholder engagement process. He/She will set up multistakeholder forums and develop a stakeholder engagement plan for mobilizing and organizing local stakeholders, including local beneficiary communities to enhance their voice and participation in the Programme. He/She will develop a grievance redress mechanism to deal with community complaints/claims encountered during project implementation. He/She will facilitate consultations with representatives of regional, district and local government authorities and other stakeholders to ensure that project interventions are guided by relevant government policies and strategies and that all interested parties are well informed about the project activities and goals and are actively engaged in its implementation. ii. Selection and supervision of implementing partners: He/She will plan, organize and participate in transparent and competitive call for proposal processes for the selection of implementing partners and supervise them to ensure quality control and timely delivery of programme outputs. iii. Technical support to training and capacity building activities: He/She will, in collaboration with implementing partners, coordinate the appraisal of capacity and awareness gaps and organize training workshops on management and operations of water schemes and Community Based Water Supply Organizations. He/She will also organize and facilitate sanitation campaigns. iv. Reporting: He/She will ensure timely preparation and submission of monthly/quarterly and annual progress reports. He/She will also prepare monthly reports for the Head of the Water and Sanitation Unit on key project activities, issues and required action points. v. Knowledge management and media publicity: Provides thorough, well-reasoned written contributions on the project activities and lessons arising from implementation for a wider audience and ensure media publicity. He/She will ensure effective information sharing on best practices with relevant stakeholders. vi. Representation of UN-Habitat in project coordination meetings: He/She will represent UN-Habitat in project coordination meetings as required, vis-a-vis other participating UN organizations, as well as regional, district and local government authorities. He/She will endeavor to build professional relationships with local, district and regional authorities, community leaders, local NGOs and other community-based organizations in order to ensure the full participation of a broad spectrum of national leadership in the Project activities. vii. Monitoring and Evaluation: He/She will, jointly with the other UN organizations, participate in the periodic monitoring and evaluation of project activities. He/She will develop and implement a programme monitoring and evaluation framework.

Education An advanced degree in Civil/Water/Sanitary/Public Health Engineering, Urban Infrastructure Planning, Environmental studies, or in a related field in the Water and Sanitation sector with an understanding of the specific needs and conditions for the delivery of sanitation services to low-income areas and slums is required. A first level degree in combination with relevant experience may be accepted in lieu of an advanced degree.

Work Experience A minimum of two (2) years of progressively responsible experience in the water and sanitation sector, with evidence in implementing activities related to water and sanitation at country level is required.

Working experience in project/programme development and management is required.

Experience in providing strategic support to partnerships, resource mobilization or development finance in the context of development cooperation in the water and sanitation sector is desirable.

Working experience on the delivery of water and sanitation services to low-income areas and slums or in a related area, is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For this position, fluency in English and Fluency in Swahili or Kiswahili (both oral and written) is required. Knowledge of other local languages of Tanzania is desirable, especially for liaising with Government officials or the local community.

Assessment Evaluation of qualified candidates may include an assessment exercise which may be followed by a competency-based interview.

THIS POSITION IS OPEN TO NATIONALS OF TANZANIA ONLY. National Professional Officer category shall be of the nationality of the country where this position is located and will be recruited in the country or within commuting distance of the office. In its resolution 66/234, the General Assembly further "stressed that the Secretary-General should not recur to the practice of temporarily filling posts in the Professional and higher categories with General Service staff members who have not passed the General Service to Professional category examination other than on an exceptional basis, and requests the Secretary-General to ensure that temporary occupation of such posts by the General Service staff shall not exceed a period of one year, effective 1 January 2013…" Consequently, eligible candidates in the General Service or related categories for temporary job openings in the Professional category that have not passed the competitive examination may be selected only on an exceptional basis endorsed by the Office of Human Resources Management where no other suitable candidate could be identified.

Upon separation from service, including, but not limited to, expiration or termination of, or resignation from, a fixed-term, continuing or permanent appointment, a former staff member will be ineligible for re-employment on the basis of a temporary appointment for a period of 31 days following the separation. In the case of separation from service on retirement, a former staff member will be ineligible for re-employment for a period of three months following the separation. This equally applies, mutatis mutandis, with respect to a former or current staff member who has held or holds an appointment in another entity applying the United Nations Staff Regulations and Rules and who applies for a temporary position with the Secretariat.

While this temporary assignment may provide the successful applicant with an opportunity to gain new work experience, the selection for this position is for a limited period and has no bearing on the future incumbency of the post. An external candidate selected for this position is bound by the prevailing condition of the staff selection system under ST/AI/2010/3, as amended, and ST/AI/2010/4/Rev.1. A staff member holding a temporary appointment who is recruited in the Professional and above categories on a temporary appointment, and placed on a position authorized for one year or longer may not apply for or be reappointed to his/her current position within six months of the end of his/her current service.
