AUMCO is working to support various partners, including governments, UN organizations and donors, in the area of infrastructure management through a variety of services, such as conduct of needs assessments, feasibility studies, design development and review activities, and construction management and supervision of facilities like hospitals and medical centers, borders crossings, and office premises.

More specifically, AUMCO is currently engaging in a partnership to facilitate the design of a border crossing in Tajikistan.

Appointment of the incumbent is subject to the finalization of the respective donor agreement, and launch of the project.

Functional Responsibilities

The Associate Civil Engineer is expected to support the implementation of the project activities through the provision of technical expertise and the application of best practices in the project implementation. The Associate Civil Engineer, who is expected to assist the respective Project Manager(s) in all technical matters with the preparation of tender dossier for awarding the Design Consultant and management of the consultant to conduct Feasibility Studies and development of the Concept Design for the facilities for the Tajik Border Security Forces in Ayvaj.

Any situation that may require decision making which will involve changes in the designs and plan will be brought to the notice of the Project Manager with details of issues encountered at site and appropriate recommendations.

Specifically, the Associate Civil Engineer will be responsible for supervision of the design consultants and close coordination with the end user during the design development stage, and shall perform the following duties and responsibilities:

  • Assist the Project Manager in finalizing the Project Action Plan’s section related to the design and the construction of the new facilities for the Tajik Border Security Forces, with particular focus to the technical requirements.
  • Provide inputs to the Project Manager for the reporting to the Donor and the key stakeholders, on the trends and conditions in his/her area of responsibility.
  • Provide expertise, opinion/advise the Project Manager on all engineering issues.
  • Assist the Project Manager in updating the Project quality register, risk register and lessons learned log in the time frame stipulated by the Project’s strategic documents.
  • Review the technical quality and completeness of the design documentation.
  • Provide the support to selected consultancy to obtain the UNOPS Design Review Certificate.
  • Assist the Project team in preparation of solicitation documentation for the construction works of the new facilities for the Tajik Border Security Forces.
  • Assist the Project Manager in developing the work plan of the construction of the new boarding facility at the selected location, to ensure its completion within the time, scope, quality and budgetary requirements defined in the Project Agreement.
  • Assist the Project Manager to develop the Health, Safety, Social and Environmental Plans according to UNOPS’ rules and regulations.
  • Monitor closely and assess the performance of the Supervisory Team of several engineering expertise, as agreed with the Project Manager.
  • Prepare quality templates and ensure the monitoring of the quality of the works as per UNOPS Quality Management System.
  • Monitor closely and report on the design services’ progress against the schedule, including all issues encountered.
  • Administer the Design Consultancy Contract.
  • Report on unforeseen deviations affecting the Contract price and timelines, propose solutions and seek approvals for eventual deviations.
  • Prepare the notes to the file in support of the changes.
  • Ensure all changes are within permissible variations and issue the variation instruction to support them.
  • Perform other duties as may be reasonably required and in line with the above scope of services.

Knowledge sharing and management - Contribute to the project evaluation process; highlight challenges associated with the project and feedback into a continuous improvement cycle. - Provide training and knowledge transfer to national/contractor personnel including advice on good construction and engineering practices, environmental management practices, and appropriate health and safety standards during construction. - Contribute to the dissemination and sharing of best practices and lessons learned for development planning and knowledge building. - Participate in the relevant Communities of Practice, actively interact with other Engineers and the Engineering community to share case studies, lessons learned and best practice on the Knowledge System - Provide feedback to Practice Leads on policy, supporting guidance with an aim towards continuous improvement of UNOPS policies.

Education/Experience/Language requirements

Education

  • High School Diploma, with 6 years of progressively responsible experience in the field of Engineering or Bachelor’s degree with two (2) years of progressively relevant working experience.
  • Bachelor’s degree in Civil Engineering, Architecture, Building or other related Construction Management field is considered an advantage.

Work Experience

  • A minimum of 6 years’ experience, related to the project requirements, in civil engineering/ building construction management is required.
  • Relevant experience implementing works under complex quality, safety and environmental management plans is essential. 2 years’ experience of full time site management directing engineering technical trade staff is essential.
  • Experience in the UN system organizations and/or a developing country is desirable.

Language

  • Fluency in English is required, knowledge of the local language is required.

Certification

Driving license

  • Driving license and ability to travel independently is required

Contract type, level and duration

This is a local position, it is therefore open to Nationals of Tajikistan and to individuals who have a valid residence/work permit.
