Eligibility criteria

Minimum age: 25 years old. Nationals of the country of assignment are not eligible, except the assignments in Headquarters duty stations.

Description of task

Under the direct supervision of the Head of Field Office in Muyinga and the technical supervision of the Senior Protection Officer and the Community Services Officer Bujumbura, the UN Volunteer will undertake the following tasks:

  • Coordinate Child Protection activities, including best interest determination interviews in the framework of child protection generally, as well as part of resettlement submissions;
  • As part of the weekly activities, undertake regular follow up and appropriate actions in the two camps and also activities concerning the repatriation of Burundian refugees covered by FO Muyinga.
  • Undertake supervision and coordination of case workers at FO Muyinga, in close collaboration with Protection, Community Services and Resettlement units in Muyinga.
  • Coordinate and monitor child protection activities for Field Office of Muyinga with respective Child Protection teams in close collaboration with Child Protection, Protection, Resettlement and Community units of the other Burundi operation offices.
  • Undertake and review BIDs (Best Interest Determination) for Unaccompanied and Separated Children and for other children with special protection concerns, according to priorities identified, as a tool of protection and in order to identify the durable solution in the best interest of each child. Each BID (Best Interest Determination) will involve in-depth interviews with the child, his/her caretaker and other relevant adults in order to establish the facts of the case. Tracing requests should be made and followed up as required.
  • Finalize BIDs in consultation and present them to the BID (Best Interest Determination) Panel. Expected BID (Best Interest Determination) cases per month will be 12-15 cases.
  • Monitor and follow every decision taken at the Child Protection Case Management Meeting. Ensure a tracking system is operational.
  • Contribute to the development of strategies and SOPs related to Child Protection activities as well as other SOPs and reports as required.
  • Organize and facilitate training/Capacity building/Mentoring of case workers (UNHCR and partners) in consultation with the Protection Officer (and with collaboration of other colleagues in the office/operation or with partners relevant staff).
  • In close co-ordination with the Protection Officer, liaise with operational partners on issues relating to child protection and assistance needed, intervene promptly in the event of any action or measure detrimental to children.
  • Undertake regular visits to the camps and monitor child protection issues.
  • Participate regularly and take the lead of different child protection/coordination platforms set up in camps and different offices (BID Panel, Child Protection Case Management/CPCM , Resettlement/RST Commission) in close dialogue with operational/implementing partners and the refugee community;
  • Oversee child protection related database (BID Events) and files tracking/archive maintained;
  • Ensure that Master lists are regularly updated and a weekly and monthly Child Protection SitRep is produced shared within the operations, as well as consolidated monthly statistics.

Qualifications/Requirements

Required degree level:

Master degree or equivalent

Education - Additional Comments:

International law / Refugee law, Human Rights, Humanitarian law or other related field – preferably social work.

Required experience:

24 Months

Experience remark:

A minimum of two years’ relevant work experience, preferably including field experience, in relevant work area (e.g. Protection, Child Protection, BID, etc.);

Language skills:

  • English(Mandatory), Level - Fluent
  • French(Mandatory), Level - Fluent

Area of expertise:

Protection of refugees, asylum seekers and IDPs, Human rights

Area of expertise details:

  • Knowledge of and/or preparedness to become familiar with and abide by UNHCR’s principles, code of conduct and humanitarian goals;
  • Knowledge of the international legal framework governing refugees, asylum seekers, internally displaced persons and statelessness;
  • Knowledge of UNHCR guidelines on child protection, refugee status determination/resettlement; Previous child protection experience;
  • Awareness of issues related to vulnerable refugee categories (women, children, the elderly, minorities, the disabled) and how to apply rights and community-based approach to identify and respond to specific needs;
  • Experience of conducting interviews with children and assessing their best interests;
  • Knowledge and practical experience of UNHCR’s proGres database (updating of events);
  • Excellent interviewing and counselling skills; Excellent drafting and analytical skills;
  • Ability to work in a difficult environment and produce results under time pressure;
  • A team player with strong interpersonal skills who can support and motivate colleagues in a multi- cultural team.
