Org. Setting and Reporting This position is located in the Programme Development and Management Unit (PDMU), Research and Trend Analysis Branch (RAB), Division for Policy Analysis and Public Affairs (DPA), United Nations Office on Drugs and Crime (UNODC) in Vienna, Austria. The incumbent will work under the direct supervision of the Illicit Crop Monitoring Programme (ICMP) Programme Manager and the overall guidance of the Chief of the Unit.

Responsibilities This post is part of the HQ-based ICMP (Illicit Crop Monitoring Programme), which supports the international community and concerned governments in the monitoring of illicit narcotic crop cultivation in various regions of the world. The Assistant Survey Officer will provide support to the management and implementation of UNODC's Illicit Crop Monitoring Programme in Afghanistan and the Central Asian region, as well as related research activities. Within assigned authority, the incumbent will perform the following specific tasks:

  • Provide support in the development and implementation of Illicit Crop Monitoring Programme related activities in the region, including illicit crop surveys; research on regional developments linked to Afghan opiate production; and support the use of remote sensing methodologies for monitoring and analytical purposes.
  • Maintain close contacts and working relations with relevant counterparts involved in the implementation of illicit crop monitoring and related projects; obtain and exchange relevant information on a regular basis.
  • Assist in the planning and implementation of Remote Sensing and Geographical Information Systems (GIS) related research on illicit activities in the region, including the development of geospatial analytical systems.
  • Assist in analysing information and data, and providing estimations using statistical techniques.
  • Contribute to the preparation and delivery of technical training of national and international staff to support the strengthening of remote sensing and GIS capacities in UNODC field offices and national governments.
  • Participate in field missions to support UNODC field offices and national governments in the field of Remote Sensing and GIS.
  • Provide technical support to the implementation of remote sensing surveys of illicit activities such as preparation of land use/landcover maps, sampling, resources plan, acquisition of satellite images, download satellite images from the data providers, maintenance of databases, interpretation of remotely sensed data, GIS data analysis, and ground survey preparation, planning, monitoring and implementation.
  • Prepare documentation for project revisions and financial and administrative processes; liaise with procurement, human resources and finance departments within UNODC and UNDP to ensure timely assistance from these departments to facilitate project delivery.
  • Draft project semi-annual and annual reports, quarterly donor reports and ad-hoc status and project progress reports.
  • Carry out any other work-related tasks as assigned by the ICMP Programme Manager.

Education A first-level university degree in geography, statistics, social science, business administration, economics, international relations, public administration, or related field is required.

Work Experience Applicants to positions at this level who have an advanced university degree in a relevant field of study are not required to have professional work experience. For applicants who have a first level university degree, two additional years of qualifying work experience is required.

A minimum of one year of relevant professional work experience in project management, data analysis and report writing is desirable.

Experience in technical cooperation related to drug control activities, programme and project development and implementation is desirable.

Experience in the application of GIS and remote sensing technologies is desirable.

Experience in managing projects/programmes or similar undertakings in a governmental or inter-governmental is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of another United Nations official language is desirable. Working knowledge of Farsi/Dari is an advantage.

Special Notice This position is a project post. Filling of this position is subject to funding availability and the initial appointment will be for a period of one year. Extension of the appointment is subject to extension of the mandate and/or the availability of the funds.
