Org. Setting and Reporting

This position is located in the Programme Office in Haiti (POHTI), with duty station in Port-au-Prince, operating under the Regional Office for Central America and the Caribbean (ROPAN) located in Panama City, Panama, Division for Operations (DO), United Nations Office on Drugs and Crime (UNODC). The incumbent will work under the overall supervision of the UNODC Representative of ROPAN and the direct supervision of the Programme Officer (Trafficking in Persons and Smuggling of Migrants) and the technical guidance of the Crime Prevention and Criminal Justice Officer (Team Leader, Technical Cooperation), Human Trafficking and Migrant Smuggling Section (HTMSS). S/he will work in close cooperation with national actors, in particular, the Haitian National Police (PNH), as well as counterparts in the criminal justice system.

Responsibilities

The incumbent will be responsible for providing substantive contributions as well as operational and administrative support in the area of programme management, reporting, monitoring and evaluation in conformity with United Nations rules and regulation, and policies to strengthen the capacity of the Haitian National Police, and particularly POLIFRONT (mandated to counter cross-border trafficking in persons and smuggling of migrants), to address the activity of criminal groups engaging in trafficking in persons, smuggling of migrants and other forms of organized crime. Within assigned authority, the Assistant Project Officer will be responsible for the following duties:

• Work with the project partners and beneficiaries, e.g. the PNH, and particularly POLIFRONT, the Public Prosecutor´s Office, investigative judges and other members of the judiciary, private sector, as well as judges and investigators from other jurisdictions, to support the development, implementation and evaluation of assigned activities in the context of project TURQUESA - Countering Migrant Smuggling and Human Trafficking through Effective Investigations and Prosecutions in the Americas; assist in monitoring and analysing specific aspects of programme/project development and implementation; contribute to reviewing relevant documents and reports; provide support in identifying problems and issues to be addressed and in recommending corrective actions; liaise with relevant parties; identify and track follow-up actions. • Contribute to the preparation of various written outputs, e.g. draft background papers, analytical notes, sections of reports and studies, inputs to publications, etc. • Provide administrative, substantive and operational support to consultative and other meetings, conferences, to include proposing agenda topics, identifying and proposing participants, preparation of background documents and presentations, handling logistics, etc. • Participate in the development and design of training workshops and seminars on assigned topics/activities. • Support the organization and delivery of training to criminal investigation and prosecution authorities at the national and regional level within countries covered by the project towards building the capacity of national law enforcement, prosecutorial agencies, and other relevant counterparts to successfully investigate and prosecute trafficking in persons and migrant smuggling. • Participate in field missions, including provision of substantive and administrative support, data collection. • Upon request and where relevant, assist in providing technical advice and inputs in the work of UN Country Team as it relates to the implementation of technical cooperation projects and activities on trafficking in persons and the smuggling of migrants under his/her team’s responsibility. • Support activities related to budget funding (programme/project preparation and submissions, progress reports, financial statements, etc.), procurement of materials and equipment under the project (receipt of procured items and coordination with counterparts in view of their shipment and dispatching) and preparation of related documents/reports (pledging, work programme, programme budget, etc.) • Ensure that operations, finance management, procurements, logistics, liaison and communication activities assigned to the programme are conducted according to UNODC standards and procedures and in coordination, where relevant, with other UNODC thematic teams and programmes based in Haiti or the region. • Contribute to the collection and analysis of data and identification of trends or patterns of human trafficking and migrant smuggling and provide draft insights through graphs, charts, tables and reports using data visualization methods for data-driven planning, decision-making, presentation and reporting. • Documents requirements and background information used for data analysis. • Perform other work-related duties as required.

Education

An advanced university degree (Master’s degree or equivalent) in criminal justice, criminology, law, political science, management, or other relevant discipline is required. A first-level university degree in similar fields in combination with additional two years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

No work experience needed for candidates who have an advanced university degree. A minimum of two years of progressively responsible professional experience in managing programme/project activities with a first-level university degree is required.

Relevant experience in programme/project design, management and implementation in the areas of criminal justice, crime prevention, human trafficking and migrant smuggling and/or related fields is desirable.

Work experience within the United Nations system or similar international organizations is desirable.

Work experience in the implementation of global, regional or national anti-migrant smuggling or trafficking in persons projects is desirable

Work experience with national law enforcement or judicial authorities, as well as the private sector is desirable.

Experience in data analytics or related area is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For this position fluency in English and French is required. Knowledge of Creole is desirable. Knowledge of another United Nations official language is an advantage.
