Under the general authority of the Coordinator of the Malabo Project Office and the direct supervision of the Administrator of the UNESCO Regional Office for Central Africa based in Yaoundé, the Assistant in charge of Finance and Administration of the Malabo Project Office will assist in the administrative and financial management of the various programmes and activities of UNESCO in the territory of Equatorial Guinea. In his capacity as the certifying agent, the incumbent will have a functional hierarchical line with the Finance and Administrative Officer. To this end, he (she) will be responsible for: Long Description ---------------- ***General responsibilities*** • Assist and support the Coordinator of the Malabo Project Office on all administrative, budgetary, financial, and human resources, premises and security tasks within the Project Office; • Ensure compliance with UNESCO policies, rules, regulations and procedures in terms of financial and human resources, as well as the provisions of the agreement with the host country; • Provide regular and timely information on financial and human resources to the Coordinator of the Malabo Project Office. • Maintain inventory systems and ensure that the Organization's assets are protected at all times; • Ensure the proper maintenance of premises, equipment, furniture and vehicles; • Ensure that the financial resources and expenses of the Project Office are properly accounted for and comply with UNESCO regulations, rules, policies and procedures; and that the internal control systems are adequate and operational; • Monitor and advise the Coordinator of the Malabo Project Office on the financial situation of projects and programs; • Ensure the efficiency of local banking transactions and arrangements and compliance with local financial and banking regulations and UNESCO policy; • Ensure that procurement procedures for goods and services comply with UNESCO rules and procedures. Long Description ---------------- ***Human resources responsibilities*** • Participate in collaboration with the Administrator of Yaoundé in the development of a continuous human resources development plan for the staff of the Project Office; • In collaboration with the administration of Yaoundé, advise the Coordinator of the Malabo Project Office on personnel issues - and provide information to the administration of Yaoundé, in particular on: the processing of staff actions, extension and converting appointments, recruiting, updating job descriptions, etc. ; • Maintain the organizational chart of the Project Office and the lists of temporary staff and consultants • Collaborate with the Yaoundé administration and HRM on all matters relating to local United Nations harmonization and alignment with the human resources management of the local United Nations group. Long Description ---------------- ***Logistics responsibilities*** • Assist in monitoring the maintenance, upkeep and operation of infrastructure and technical installations; • Ensure the existence and timely renewal of the appropriate insurance coverage for premises, vehicles and equipment; • In collaboration with the administration of the Yaoundé Office, liaise with the authorities of the host country of the Project Office regarding logistical issues and contributions to operations, in accordance with the agreement with the host country; • Assist and advise, in conjunction with the Yaoundé Administration, the Coordinator of the Malabo Project Office in negotiating rental contracts. Short Description ----------------- ***Safety and security responsibilities*** • Collaborate with the Yaoundé administration for all security issues.
