OBJECTIVES OF THE PROGRAMME

The main objective of the programme is to support the efforts of the five countries within the Greater Mekong Subregion (GMS) namely Cambodia, Myanmar, the Lao People's Democratic Republic, Thailand and Viet Nam to tackle the artemisinin resistance in the Greater Mekong through the Regional Artemisinin Resistance Initiative (RAI). The incumbent would specifically support the UNOPS-funded project aiming at supporting the independent monitoring panel (IMP) that has been established to provide a clear and independent view on implementation progress and make recommendations for remedial actions to the Regional Steering Committee (RSC) and implementing partners. The incumbent would support all administrative tasks related to the IMP and their use of ad hoc consultants where required, field visits and RSC meeting participation. In addition, the goal is to support RSC engagement with the country coordinating mechanisms and key partners, through information exchange and communication activities.

DESCRIPTION OF DUTIES

1. Assists the supervisor in preparing the RSC operational and funding plan, maintains RSC financial records and documents, policy documents, grants performance, RSC reports and committee minutes;

2. Assists the supervisor in organizing committee meetings, workshops and training courses including travel arrangements and performs liaison duties as needed based on RSC programme and plans;

3. Assists the supervisor in maintaining close collaboration and communication with the RSC members, RAI, and WHO country offices in the GMS, regional offices in the Western and South-East Asia and HQ;

4. Drafts routine nontechnical correspondence based on instructions from supervisor, prepares informal translation, takes notes at meetings;

5. Screens WHO documents (e.g. proposals, agreements) before processing through the Global Management System (GSM);

6. Processes signed documents through accounts payable for payment and places the statement of expenditure in the GSM;

7. Scans documents, creates and sends requisitions through the GSM and uploads the duly signed documents to the Records Management System;

8. Assists the supervisor in monitoring the implementation of the RSC workplan;

9. Makes travel arrangements for the team, including transport/security clearances, prepares briefing folders for duty travel;

10. Opens/organizes and maintains project files with an appropriate system for follow-up on responses and deadlines;

11. Undertakes searches, compiles and maintains information relevant to the team;

12. Initiates administrative actions related to programme issues, finance, procurement and supplies, staff, travel, project agreements and follows up as needed, including using the GSM; assists in monitoring of project implementation;

13. Occasionally translates nontechnical documents from Khmer to English and vice versa, if needed;

14. Maintains, updates and makes the necessary follow-ups on expenditure records, preparation of local purchase orders for supplies and equipment and preparation of reports, when required;

15. Provides administrative support in organizing workshops, meetings and training courses, including preparations of related folders;

16. Provides secretarial and clerical support to consultants and visiting staff, when required;

17. Occasionally replaces secretarial staff within the country programme area during their absence as coordinated by Administrative Assistant; and

18. Performs other related duties as required.

REQUIRED QUALIFICATIONS

Education

Essential: Completion of secondary school or equivalent. Desirable: Relevant higher education from an accredited institution.

Experience

Essential: At least five years of progressively responsible experience in the secretarial/administrative field. Desirable: Work experience in the UN environment.

Skills

Thorough knowledge of office procedures and broad administrative functions. Ability to acquire knowledge of WHO finance and administrative rules, procedures and regulations. Ability to prepare substantive correspondence and ability to analyse and interpret source documentation and data. Good interpersonal and communication skills, tact, diplomacy and versatility. Ability to work harmoniously as a member of a team, adapt to diverse educational and cultural backgrounds and maintain a high standard of personal conduct.

REMUNERATION

WHO offers staff in the General Services category an attractive remuneration package, which for the above position includes an annual net base salary starting at USD 15,946 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
