The Emergency Operations Division (EME) supports WFP’s Regional Bureaus (RBs), Country Offices (COs) and partners to prepare and respond to current and future emergencies in a rapidly changing humanitarian environment. In particular, the ability to timely deploy surge staff with the required operational experience and technical skills remains a critical factor for effective emergency response.

The GSCU within EME identifies, upskills and deploys emergency response staff in support of life-saving operations where required. It is responsible for managing the process of identifying and deploying personnel in response to staffing requests, leveraging a pool of qualified candidates.

The GSCU is looking support from an Online Volunteer in the area of Surge Workforce Augmentation to support the team remotely. Reporting to the Global Surge Officer, the Online Volunteer will support the management of the OIM Roster. The selected Online Volunteer is expected to deliver a professional, client-focused service, partnering with managers to implement solutions in line with WFP corporate priorities.

Manage the Operational Information Management (OIM) Roster as a reliable pool of qualified professionals for surge deployments to meet emergency staffing requests across WFP’s Country Offices and Regional Bureaus.

The Global Surge Coordination Unit (GSCU) is looking for one online volunteer to support the Surge Coordination team in the assessment of OIM Roster applicants and organizing the selected personnel into a database to support emergency staffing requests. The online volunteer is expected to start immediately.

The online volunteer is expected to: • Update the OIM Roster assessment to reflect more recent emergency contexts and develop an objective grading criteria/rubric. • Work with the Global Surge Officer and other counterparts to ensure the assessment tests key technical and soft skills relevant for informational management and surge deployments in an emergency context. • Communicate tactfully with OIM Roster applicants to schedule assessments and ensure integrity of the test throughout the process. (Approximately 150-200 candidates need to be assessed. Tests may be administered in batches depending on the availabilities of the candidates.) • Grade the assessments in line with the criteria/rubric in cooperation with the Global Surge Officer. (Length of responses to the assessments may range and take approximately around 4 assessments per hour to grade. iMocha will be used to automate some of the grading to save time.) • Tabulate the results of the assessment and organize applicants based on performance in the assessment. • Maintain confidentiality and discretion in handling applicant data.

• University degree in Human Resource Management, Public or Business Administration, Data Science, Information Technology (Data Management focus), Industrial Psychology or other relevant fields. • 3 or more years of postgraduate professional experience in Information Management, Data Management, Reporting, Roster Management with an interest in international humanitarian development.
