Expected duration Kind and term of the proposed appointment: The selected candidate will be appointed as “Consutant ”. His appointment will be distributed all along the Project implementation, currently estimated to last until March 2024.

The total working days will in any case not exceed 35. Level of appointment shall be comparable to middle-high professional level, based on qualification and experience. 10,000 USD shall be paid in two years’ time where the total number of working days shall not exceed 35 days. An approximate distribution of the services (see below for details) to be agreed in the initial stage of the contract, is:

Stage 3 - Design and Procurement 01 to 03 (2)working days 2022

Stage 4 - Monitoring implementation 15 to 21 Working (20)woriking days 2022/2024

Stage 5 – Commissioning and set up functioning 10 to 15 (13)working days 2023/2024

In line with Human Resources procedures, the selected candidate will be employed on a local basis with a Lump Sum amount; fees will be based on the a/m level of appointment and of course day worked on site and at home, all inclusive of travel, per diem, and other entitlement.

Duties and Responsibilities Organizational Setting: This position is located in United Nations Economic Commission for Africa, Division of Administration, Africa Hall Renovation Project.

Background: The Africa Hall building, located inside the UNECA compound at Menelik II Avenue, has served since 1961 in providing conference support service. UNECA is entrusted by the General Assembly to implement a project aimed to renovate the Africa Hall building.

The Africa Hall Renovation project is unique and complex. The aim of the project is to transform Africa Hall into a rejuvenated facility, complying with the highest international standards for conference facilities. As part of preserving and restoring the historical and cultural values embedded in its architecture, the objective of the project includes conservation of seven existing artworks contained within Africa Hall.

As part of the renovation of Africa Hall, the seven artworks require conservation/restoration work to international best standards and practice. This restoration would be staged around the physical building renovation work. For each artwork, a description of the work, an outline of existing condition and confirmation of the required protection and conservations work have been identified.

The focus of the project is on conservation, restoration and modernisation. All upgrades to the building have been carefully detailed in order to be sympathetic with the original design. The planning principles consider the building’s original design intent in order not to adversely impact either the fabric or its cultural significance.

Specific: - The Artworks shall be restored and presented to visitors, as one of the key aspects of the project, and be integrated with the permanent exhibition of the visitor center. - These Art-pieces include Stained Glasses, Canvas & Linen, Leather Skin and Rug. - Staging would be separated into o Conservation works prior to the physical renovation work (Preconstruction) Stage 1. Dilapidation survey record Stage 2. Preparatory treatment of the artwork Stage 3. Protection of the artwork (either removal and storage or physical encapsulation) o Conservation / post renovation works. Stage 4. Technical Conservation Stage 5. Rehanging (for 3 of 7 works)

Working and Reporting Relationships: - The Individual Contractor reports to the Africa Hall (AH) Project Manager. - He or She will be integrated in the AH Project team, interacting mainly with the Project Engineer/Architect. - He or she will work and coordinate closely with the United Nations stakeholders (namely Publications, Conference and Knowledge Management Division – PCKMD) and other external stakeholders (i.e. UNESCO). - He or she shall also interact (as focal point for this matter) with the consultant firm appointed for the design; the firm is ultimately responsible for the design and the supervision (contract management) of the implementation of the works.

Responsibilities: Within delegated authority, theConsultant will be responsible for the following duties. The Individual Contractor will, in general, support the Project Team in the quality assurance and implementation of the artwork conservation according to the restoration plan and detail procedures.

In this regard, the individual contractor shall have the following duties and responsibilities; I. Make sure that the consultant/contractor examine artworks, both visually and using scientific tools such as x-rays, infrared photography, microscopic analysis and/or other relevant methods as needed to determine the extent and causes of deterioration; II. Evaluation of artworks restoration options, and advise on proposed viable options for treatment or preventive measures. III. Supervise and monitor restoration process to bring the artwork closer to a previous or assumed appearance or function, by closely monitoring the consultant appointed for the contract administration; IV. Review and verify compliance of the artworks restoration design to be developed by the consultant is in the frame of their service contract; V. Ensure that full conservation records are kept by writing up notes on the artwork's condition and any previous restoration work that has been done; VI. Confirm that a visual record of the object for identification purposes and to illustrate its condition are in place. VII. Monitor and record display and storage conditions in order to keep artworks in a stable condition. VIII. Check that appropriate standard conservation records in the specialist area are developed and maintained IX. Make sure that the consultant keeps up to date with the latest conservation techniques and best practices in the process of artwork conservation; X. Monitoring key phases of the implementation of the artworks are compatible with terms and periods foreseen by the contract; XI. Provide clear and comprehensive inputs and comments to the consultant firm and contractor during the processes of dilapidation survey, preparatory treatment, protection and conservation, and post renovation works. XII. Assist in the technical evaluation for the selection of the artworks restoration firm in charge of the works; XIII. Monitor and oversee (key phases) of the implementation of the works; check conformity of works with design, specifications, terms and conditions under the contract, by closely monitoring the consultant appointed for the contract administration; XIV. Assist AH technical team in commissioning the artworks and ensure proper inventory; XV. Performs other related duties as required.

Results Expected / Deliverable and related timing: Below results shall be considered neither indicative nor exhaustive. Accurate and detailed deliveries will be agreed upon selection, in the preliminary stage of the service contract, based on the “detailed programme of services” to be agreed by the parties.

  1. With regards to “Reengagement start-up & and procurement assessment”: 30 days after reengagement. I. Tender Report (includes inputs and comments to bidders’ technical proposal) to support the selection of the company to implement the works, including justified advice for the award 30 days after task reengagement. With regards to “monitoring implementation”: II. Monitoring reports, in occasion of every mission (if not coinciding with one of the above), including detailed progress analysis (issues, risks, timing, financial, etc); During works implementation With regards to “commissioning”: III. Final commissioning review report including consideration for the operations and recommendations for operations and maintenance; Training recommendation report. 20 days after works completion

    Qualifications/special skills Competency: - PROFFESSIONALISM: Knowledge of curatorial principles and practice with respect to institutional exhibitions and/or public museum. A background in African political or cultural history in general and a sound knowledge of Eastern Africa. Shows pride in work and in achievements; demonstrates professional competence and mastery of subject matter; is conscientious and efficient in meeting commitments, observing deadlines and achieving results; is motivated by professional rather than personal concerns; shows persistence when faced with difficult problems or challenges; remains calm in stressful situations. Experience managing global social media outreach in a professional setting is required. Experience leading social media campaigns in an international organization is highly desirable. Academic Qualifications: Advanced university degree (Master’s degree or equivalent) in areas that include but not limited to Art Conservation, Fine Arts, Art History or related field. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree. Experience: A minimum of 7 years of relevant experience (4 Years Mandatory & 3 Years Desirable) in restoration of artworks, preferably heritage artworks. Experience with executing a project for a public institution in the relevant areas and knowledge of Ethiopian historical/art/cultural/heritage is highly desirable. Language: English and French are the working languages of the United Nations Secretariat. For this position, fluency in written and oral English is required.
