Purpose

The Armed and Security Forces (FAS) Program Assistant supports the implementation of the FAS Program of the ICRC Sub-Delegation in Mazar, covering the North and Northeast regions of Afghanistan.

Accountabilities & Functional responsibilities

Workshops and disseminations with armed and security forces

  • Contribute to develop the strategy of the ICRC Sub-Delegation in Mazar’s engagement with armed and security forces in the North and Northeast in co-ordination with the Management of the ICRC Sub-Delegation and FAS Coordinator in Kabul.
  • Organize and conduct independently dissemination sessions to armed and security forces on basic principles protecting human dignity in armed conflict and law enforcement operations.
  • Assist the FAS instructional team in Kabul with the conduct of training of trainers (ToT) workshops at armed and security forces training centers in the North and Northeast regions.
  • Build and maintain a network of interlocutors within armed and security forces, facilitate meetings and accompany management to meetings.
  • Translate from English to Dari and Pashto (and reverse) during meetings and workshops.
  • Preparation of workshop/course materials covering publications, handouts, exercise material, audio-visual materials, general ICRC dissemination material and other equipment as may be required.

OFFICE ACTIVITIES

Reporting

  • Prepare written minutes of meetings or reports of workshops or other activities with armed and security forces interlocutors.
  • Ensure timely distribution of relevant ICRC publications to armed and security force interlocutors.
  • Maintain statistics of workshops and dissemination sessions conducted.

Administration

  • Maintain an adequate stock of training materials for use during workshops and dissemination sessions.
  • Be aware of the available budget for FAS activities in the region and follow-up actively on administrative and budget issues with his hierarchy.

ADDITIONAL DUTIES

Knowledge of the ICRC and Situational Awareness

  • Ensure accurate and up-to-date knowledge is maintained of ICRC activities in the region covered by the ICRC Sub-Delegation in Mazar.
  • Contribute to the analysis of the humanitarian environment relevant to the ICRC and share relevant information with other Departments.

  • Remit: country-wide.

Relationships

  • Develop and maintain a network of interlocutors throughout Armed and Security Force in MAZ Region at both working and management levels.
  • Act as the point of contact for non-English speaking members of the Armed and Security Force in MAZ Region.
  • Provide support and inputs to FASCO as required, requested, and needed in relation to MAZ Region.

Certifications / Education required

  • Afghan National
  • University degree, preferably in law, security studies or other relevant fields
  • Excellent knowledge of international humanitarian law (IHL), international human rights law (IHRL)
  • Fluent command of Pashto and Dari as well as very good command of English
  • Good communication, presentation, and analytical skills
  • Computer proficiency

Professional Experience required

  • At least 5 years relevant professional experience
  • Military or police experience an asset.
