- University Degree in management & administration or other relevant educational qualifications
- Experience working as a Finance Coordinator in a humanitarian/recovery context
- Solid knowledge of HR, Finance and Logistics routines in a humanitarian context
- Experience in the implementation of humanitarian projects/programs
- Fluency in English, both written and verbal

Contract

Background/Context
Afghanistan is divided into regions and provinces. In the Northern region, there are 9 provinces. Out of the 9 provinces, the Norwegian Refugee Council (NRC) is working in 4 provinces of Kunduz, Balkh, Faryab and Sar-e-Pul. NRC has its Area Office located in Balkh province with field offices in Kunduz, Faryab and Sar-e-Pul provinces. In the four provinces, NRC is assisting displaced populations (IDPs, returnees, refugees) who have been displaced due to various factors with programmes in Shelter, WASH, Education, Food security and livelihoods, Camp management and Protection and Information Counseling and Legal assistance.
The area Support Manager will be part of the Area team seated in Balkh (Mazar Area office) overseeing support functions in all 4 offices in the Northern region.
Role and responsibilities
The purpose of the Area Support Manager is to coordinate the support functions at a large Area Office and off-load the Area Manager on support functions.
The following is a brief description of the role.
Specific responsibilities
- Facilitate the development and implementation of the learning and development calendar.
- Ensure the sensitization and capacity building of all staff on all rules, regulations, routines, policies, and SoPs.
- Responsible for corruption mapping and mitigation practices and procedures at the area level.
- Ensure adequate and fit-for-purpose support strategy rooted in staff capacity development.
- Ensure an enabling environment and support systems for the implementation of cash-based interventions and market-based programs, including multi-purpose cash assistance, and emergency cash responses.
- Development necessary support SOPs
- Contribute to facilitating access to program operations.
Competencies
- University Degree in management & administration or other relevant educational qualifications
- Experience working as a Finance Coordinator in a humanitarian/recovery context
- Solid knowledge of HR, Finance and Logistics routines in a humanitarian context
- Experience in the implementation of humanitarian projects/programs
- Excellent communication skills
- Fluency in English, both written and verbal
- Behavioral competencies in Managing resources to optimize results; Managing performance and development; Analyzing; Handling insecure environments; Empowering and building trust; Strategic thinking
