What we are looking for

NRC is looking for a Area Programme Manager, South to join the Afghanistan mission. The role holder will be responsible for implementing holistic and needs-based programmes and representing NRC at coordination forums. The Area Programme Manager will improve management capacities and programmatic quality in the South Area Office. This position will line manage senior programme staff, effectively overseeing field implementation and leading other programme development initiatives as a Member of the Area Management Group. He/she will ensure that NRC achieves its programmatic objectives.

What you will do

  • Project implementation (master support budget and coordinating input for donor proposals and reports).
  • Area strategic plans programme components, and preparation. Area-specific input on thematic strategies, Country Strategy, and Annexes.
  • Line management of senior project managers and Area Office Monitoring & Evaluation staff. Staff capacity building, training, and support in accordance with capacity gaps and training needs.
  • Donor standards, grant management, and donor reporting compliance.
  • Funding opportunity identification, and funding strategies and forecasts.
  • Grants management and business process outsourcing.
  • Contractual commitments compliance responsibility.
  • Key learnings extraction and implementation.
  • Area Emergency Response Mechanism, Area needs assessments, development plans, and program implementation responsibility.
  • Monitoring and evaluation commitments in the Area Office.
  • Project cycle management (proposal development, budget management, reporting, etc.).

What you will bring

  • Senior programme management experience in a humanitarian/recovery context.
  • Undergraduate degree.
  • People management track record.
  • Programme development track record in a large and/or rapidly expanding country programme.
  • Recovery and durable solutions programming expertise.
  • Complex, and volatile context exposure.
  • South Afghanistan context exposure and knowledge.
  • English fluency, both written and verbal. Proficiency of the local language (Pashto).

  • The humanitarian situation in Afghanistan is complex, protracted, and worsening. The country recently underwent a regime change in a short space of time. The current regime has limited resources and/or systems in place to provide basic services. In addition to this, internal displacement has taken place due to conflict, climate change, and the economic crisis currently experienced in the country. Afghanistan is facing an unprecedented humanitarian crisis with a risk of systemic collapse and human catastrophe.

  • South Afghanistan is composed of five provinces – Kandahar, Uruzgan, Zabul, Helmand, and Nimroz. The area is in the centre of political influence. NRC South Afghanistan has a strong programme with 11 projects across all thematic areas.

What we offer

  • Kandahar, Afghanistan duty station.
  • 12-month contract duration (renewable, subject to performance, funding, and need).
  • 40% travel, approximately.
  • Grade 9 in NRC’s Salary Scale, with accompanying terms and conditions. NRC offers a competitive compensation and benefits package.
