Job Description Summary

Provide leadership and oversight of grants financial management including but not limited to financial accounting and financial reporting, risk management, cash, and cashflow management, and safeguarding of assets with an aim to ensure compliance to donor regulations and WVI South Sudan policy requirements in Upper Nile zone.

Major Job Responsibilities

1. Financial Planning and Budgeting

  • Lead in the financial planning and budgeting process for grants and annual zonal budgets in accordance with donor rules, regulations and WVI policies
  • Provide technical guidance to programme team in the preparation of cash flow forecasts
  • Coordinate review and ensure alignment of project budget with donor approved budget, MyPBAS commitment and cash flow forecasts

2. Financial accounting, compliance, monitoring and reporting

  • Ensure adequate financial systems are maintained to provide appropriate levels of security and controls over the zone’s financial resources and operations.
  • Ensure compliance with the policies and standards in the WV Field Financial Manual and donor financial regulations.
  • Ensure submission of timely, accurate and complete financial reports to donors, WVI Partnership and any other internal & external users.
  • Provide regular financial analysis to zonal management to support effective and timely decision making
  • Ensure field and partners monitoring as required.

3. Risks Management and Controls

  • Establish and manage appropriate financial systems and controls to reduce financial risks and avoid significant finance audit risk ratings
  • Coordinate preparation for audits and provision of management responses to internal and external audits
  • Ensure finance related audit recommendations are implemented timely at all levels.
  • Perform project site financial checks. Take appropriate action to address audit findings and recommendations.
  • Implement anti-corruption and fraud strategies.

4. Leadership and Capacity development

  • Provide strong and positive leadership to the zonal finance team ensuring competent and motivated staff are hired and retained, providing efficient delivery of services.
  • Coordinate professional and personal development of zonal finance staff through adequate orientation, on-the-job coaching, identification of learning, training needs and opportunities (e.g. in accounting, SunSystems, grant management, risk management, leadership, etc.); and succession planning.
  • Model Christ-centered servant leadership and support spiritual development of zonal finance team
  • Actively participate in the zonal management leadership team meetings.
  • Facilitate Zonal Programme Manager, programmes team and other non-finance staff in understanding and interpretation of financial statements
  • Develop strong networks internally and externally through effective communication, relationships.

5. Stewardship

  • Ensure adequate cost efficiency and effectiveness measures are in place and are being followed through:
  • Provide cost analysis, promoting benchmarks and making recommendations for determining effective resource utilization at all levels in the zone.
  • Contribute to the development of appropriate policies and procedures.
  • Evaluate and explore the most economic ways of addressing programme response needs without compromising the ministry’s quality.

Knowledge/Qualifications for the Role

  • Minimum of 2 - 3 years in a Managerial position
  • Minimum of 5 years of working experience preferably with an INGO
  • Bachelor’s degree in Accounting, Finance or Business Administration, or a related field
  • ACCA, CIMA, CPA certification, or equivalent preferred
  • Experience of treasury activities, establishment and monitoring of budgets and an understanding of data processing concepts and systems is preferred
  • Experience with humanitarian aid in-country is a plus
  • Solid knowledge of accounting principles, financial systems, budget/cash flow monitoring and internal accounting controls.
  • Ability to solve complex problems and to exercise independent judgment.
  • Ability to lead and manage a team.
  • Good working knowledge of computerized accounting systems must be computer literate in Microsoft Office programs.
  • Knowledge of government grant regulations and financial reporting requirements preferred (USAID, GAC, UN Agencies)
  • Good oral/written and interpersonal skills.
  • Ability to work on a cross-cultural environment with a multi-national staff

Travel and/or Work Environment Requirement

  • Internationally travel up to 25% of the time
  • Fit to work in a fragile context
  • Fluency in English is a requirement.
