Consultant Teaching & Training

Overview

Provide technical operational support to the Ministry of National Education for the activation of the EMIS foundations and local AI capability startup.

You have:

• Master's degree in Computer Science, Information Systems, SI Architecture, Data Engineering, Data Management, BI, Cybersecurity, Artificial Intelligence Applied or related field.
• At least 8 years of relevant experience. Proven experience in Public SI/EMIS, Data Architecture, Reference Data or MDM, Integration/ETL, BI, Local AI and Technical Transfer.
• Excellent command of French and professional proficiency in Arabic; technical English desirable.
• Pragmatic Architecture, Linux/Containers, Reproducible Testing, Operational Security, Documentation, Risk Management and Facilitation with Public Teams.
• Knowledge of the MEN digital ecosystem and the results of the initial mission; experience with public institutions, United Nations or international partners.

L’objectif de cette consultation nationale est de rendre opérationnelle une première capacité d’intelligence artificielle locale au sein du MEN et d’amorcer les fondations prioritaires de l’EMIS (Education Management Information System).

Minimum requirements:

• Education:
• Degree Master`s en Informatique, systèmes d’information, architecture SI, data engineering, data management, BI, cybersécurité, intelligence artificielle appliquée ou domaine connexe.
• Work Experience:
• Au moins 8 années d’expérience pertinente. Expérience démontrée en SI publics/EMIS, architecture data, référentiels ou MDM, intégration/ETL, BI, IA locale et transfert technique.
• Language Requirements:
• Excellente maîtrise du français et maîtrise professionnelle de l’arabe ; anglais technique souhaitable.
• Knowledge/Expertise/Skills:
• Architecture pragmatique, Linux/conteneurs, tests reproductibles, sécurité opérationnelle, documentation, gestion des risques et facilitation avec équipes publiques.
• Desirables:
• Connaissance de l’écosystème numérique du MEN et des résultats de la première mission ; expérience avec institutions publiques, Nations Unies ou partenaires internationaux.
