Duties and Responsibilities The consultant is located in the Administrative Law Division (ALD), Office of Human Resources in the Department of Management Strategy, Policy and Compliance.

The Division is in charge of implementing the United Nations (UN) standards of conduct for all categories of personnel across the UN Secretariat. ALD provides strategic and legal advice on internal justice matters and represents the Secretary-General before the United Nations Dispute Tribunal. ALD handles disciplinary matters relating to Secretariat staff members, oversees and coordinates efforts and actions to prevent and respond to unsatisfactory conduct, and works to empower and support UN Secretariat managers in the exercise of their responsibilities to address conduct and discipline matters.

In his Strategic Action Plan for addressing racism and promoting dignity for all, the Secretary-General, in highlighting the work of ALD, indicated that, among other tasks, the Division should undertake a sample review of past allegations of racism to derive lessons learned, inform the administration of handling future cases, accountability measures and address retaliation.

With this in mind, ALD is seeking the services of a consultant to undertake a review of the cases handled by the Division in the areas of the disciplinary process and staff appeals to identify matters which include allegations of racism or racial discrimination, how those matters were handled with the disciplinary and appeals processes and their resolution.

Responsibilities:

Under the supervision and guidance of the Chief, Disciplinary Accountability Service, the consultant will be required to undertake a review of the cases handled by ALD in the areas of the disciplinary process and staff appeals to identify matters which include allegations of racism or racial discrimination, how those matters were handled with the disciplinary and appeals processes and their resolution.

The consultant will: -Undertake a review of completed disciplinary and appeals cases for the period 1 January 2017 until 30 June 2022; -Identify the prevailing allegations and how the system reacted and handled such claims. -Analyze and highlight trends in the Secretariat and identify opportunities for improvement; -Identify any lacunae in the existing policy framework that might be in need of elaboration; -Make relevant recommendations for management.

Qualifications/special skills Advanced university degree (Master's degree or equivalent degree) in law, sociology, or related field. A first-level university degree in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree. A minimum of 10 years of experience in sociology, social anthropology, social justice, psychology, humanities, conflict resolution, human resources or related area is required.

Languages English and French are the working languages of the United Nations Secretariat. For this consultancy posting, fluency in English is required. Knowledge of French is desirable. Knowledge of another official United Nations language is an advantage.
