Org. Setting and Reporting This position is located within the United Nations Multidimensional Integrated Stabilization Mission in Mali (MINUSMA) of the Aviation Section with duty station Bamako, The Air Operations Officer will supervise Resource Planning and Performance Control Unit and s/he reports to the Chief Aviation Officer.

Responsibilities Within delegated authority, the Air Operations Officer will be responsible for the following duties:

•Monitors that air operations activities are conducted in compliance with Air Tasking Orders (ATO), Standard Operating Procedures, UN directives, Department of Peacekeeping Operations (DPKO) Aviation Manual, ICAO, IATA and the host country’s Aeronautical Information Publications (AIP); •Works on the administration of activities related to the quality assurance and standardization (including aviation risk management); •Coordinates aviation operations compliance activities and monitors technical and safety performance of aviation assets assigned to the Mission; •Conducts internal audits, prepares trends analysis and recommends corrective/preventive measures; •Develops and implements aviation standard operating procedures (SOPs) in compliance with the DPO/DOS Aviation Manual, and UN Regulatory framework •Provides initial/on job training to new aviation flight crew personnel, and monitors that aviation personnel, are briefed and conversant with UN policies, flight safety procedures and latest applicable aviation standard requirements; •Prepares inputs, data and estimates for budget proposal and assists Chief Aviation Officer in budget and performance control management; •Prepares aviation section Demand Planning & Supply Network (DP/SNP) plan; •Prepares scope of requirements for establishment of aviation section resources and support contracts; •Verifies and processes invoices for payment to vendors for aviation related services; •Performs other related duties as required.

Education A high school or equivalent diploma is required. The minimum years of relevant work experience is reduced to five years for candidates who possess a first level university degree. Training and certification from civilian educational institution (commercial/state) in Air Transportation, Safety Management, Aerospace/Aeronautical Engineering or Air Traffic Management, or from equivalent military educational establishment is required.

Work Experience At least 10 years of progressively responsible experience in air transport with at least two (2) years in one of occupations of the Administration/management of air transport services/ activities/operations, Resource management, Contract management or Quality/Safety assurance is required.

Experience in finance/budget (public or state sector) is required.

Practical experience in field of aviation is required.

Experience and knowledge of Microsoft Office applications – Word, Excel, Outlook, and PowerPoint is required.

Knowledge and experience in using large scale databases and using SAP or a similar Enterprise Resources Program (finance/budget, acquisition and aviation related applications) is required.

Experience in developing Statements of Requirement and Scope of Works for aviation specialized goods and support services, as well as conduct evaluations on goods and services bids is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the positions advertised, fluency in oral and written English is required. Knowledge of French is desirable.

Assessment Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
