Overview

Design and deliver an AI curriculum for parliamentarians.

You have:

  • An advanced university degree (Master's degree or equivalent) in law, political science, international relations, public policy, computer science, information technology, or a related field is required.
  • A minimum of 7 years of progressively responsible professional experience in artificial intelligence policy, technology governance, legal and regulatory frameworks related to emerging technologies, or digital public policy.
  • Fluency in oral and written English is required.
  • Ability to translate technical AI concepts into accessible language for policy, legal, or governance audiences.

Result of Service

A finalized and tested AI curriculum for parliamentarians, complete with modular content, training materials, and facilitator guidance, that supports Member States in legislating responsibly and effectively on AI, including in the context of its misuse by terrorist actors.

Duties and Responsibilities

Under the direct supervision of the Programme Management Officer for Cybersecurity and New Technologies at the United Nations Office of Counter-Terrorism (UNOCT), and in coordination with the UNOCT Programme Office on Parliamentary Engagement, the individual contractor will be responsible for: 1. Conducting a desk review of existing AI legislative and policy frameworks, including relevant UN resolutions, guiding principles, recommendations, and international standards on artificial intelligence and new technologies in the context of counter-terrorism (CT) and prevention of violent extremism (PVE), with an emphasis on responsible innovation. 2. Designing a modular AI curriculum tailored to parliamentarians, relevant legal and policymaking staff of national parliaments and parliamentary assemblies, including both foundational knowledge and advanced modules. 3. Incorporating UN system-wide guidance, human rights-based approaches, and gender-responsive principles into the curriculum. 4. Preparing a trainer's manual and accompanying presentation materials. 5. Delivering sessions on the designed AI curriculum for parliamentarians and relevant staff of national parliaments and parliamentary assemblies in three workshops.
