ORGANIZATIONAL SETTING

Under the direct supervision of the Resource Mobilization, Planning and M&E (RPM) Team Lead, the incumbent is the focal point for advocacy and donor/partner visibility/communications and has first-line responsibility to take the lead in strategic planning, development and implementation of an advocacy campaign, visibility and information products and any and all initiatives that highlight the work of WHO through the King Salman Humanitarian Aid and Relief Centre (KSrelief) and other partners, for the current (2022-2023) under HRP 2021 and ongoing (2023-2024) under HRP 2022, humanitarian health projects currently being implemented by WHO in Yemen. KSrelief is a key technical partner for WHO in Yemen and the projects it supports account for the second-largest contribution received for the entire operation. This advocacy position would ensure that advocacy and visibility impact in support of KSrelief projects for 2022-2024 is accomplished across all funded projects—this is the primary purpose of this role/function. The secondary purpose of this role/function is to ensure that WHO Yemen projects, supported by KSrelief are actively showcased during the 3rd international humanitarian forum in Riyadh in February 2023.

DESCRIPTION OF DUTIES:

FUNCTION 1 (INCL. EXPECTED RESULTS)

  1. Working with various partners – UN entities, NGOs, private sector, and affected communities -to implement the regional advocacy strategy and incorporate it and the impact of the KSrelief project themes during the Riyad Humanitarian Forum into all relevant events and products across the wider humanitarian community-- Coordinates production of a diverse range of information products (including audio/visual communications) in support of the World Humanitarian Summit.
  2. Evaluates results and impact of communications activities; reports on developments, trends, and attitudes regarding the World Humanitarian Summit. Establishes metrics for gauging the impact
  3. Liaise with project leads and technical officers managing all KSrelief projects to identify programs/projects and develop quality advocacy products highlighting KSrelief’s impact and achievements which will be presented during the Riyadh Humanitarian Forum
  4. In collaboration with the communications unit—the advocacy officers will produce advocacy/visual information materials such as human-interest stories, infographics, and other digital, soft or hard copy materials related to all projects funded by KSrelief, and in some instances, other partners/donors, including ensuring coverage of activities, events, products, and issues for use by the print, electronic and online media.

FUNCTION 2 (INCL. EXPECTED RESULTS)

  1. Draft digital content/transcripts acknowledging funding and celebrating KSrelief’s impact, track performance of digital communications, and guide to best digital strategy to boost and improve advocacy and visibility efforts.
  2. Organize missions to capture interviews with stakeholders and affected populations, to document the impact of the KSrelief projects across various public platforms.

FUNCTION 3 (INCL. EXPECTED RESULTS)

  1. Organize monitoring missions and partner/donor visits in country to collect documentation and advocacy content on the impact of the project and change in lives of beneficiaries.
  2. Monitor donor-related coverage and programs and provide regular reports and plans for optimal visibility.
  3. Prepare communication and advocacy products and statements to convince and encourage partners to fund the overall health sector response rapidly.
  4. Perform any other advocacy-related duties, as required by the direct and functional supervisor.

WORK RELATIONS AND PARTNERSHIPS

Ensure a well maintained and continually developed contact with project leads and technical officers managing all KSrelief projects and communication unit to ensure coverage of activities, events, products, and issues for use by the print, electronic and online media.

Ensure collaboration with all relevant actors, including UN agencies, Non-State Actors, and other partners, to identify and create advocacy opportunities jointly under projects funded by KSrelief.

IMPACT OF FUNCTIONS

  1. Address the requirements of the donor in terms of Project visibility and communication.
  2. Help better awareness of the community of the project and its services.
  3. Complement project activities with communication aspects to contributes to their effectiveness. Good relations with stakeholders

REQUIRED QUALIFICATIONS

Education

Essential: University degree in journalism, communications, arts, international relations or social science Desirable: Studies or experience-based knowledge of communications techniques and media relations. WHO only considers higher educational qualifications obtained from an accredited institution

Experience

Essential: At least two years' experience in the field of information, Public relation and communications. Experience in planning and implementing media and communications projects tactics, including the development of audio and visual materials and tools Desirable: Working experience with a UN agency or international NGO in similar work.

Skills

  • Proven skills in the development and implementation of communications/media products and tactics, including relations with the press and media.
  • Excellent interpersonal skills complemented by the ability to conceptualize ideas and promote consensus.
  • Ability to work under pressure while producing results.
  • Excellent presentation skills.
  • Knowledge or sound understanding of the impact of emergencies and crises on social and economic development, and its burden on populations.

REMUNERATION

Remuneration comprises an annual base salary starting at JOD 37,361 (subject to deductions, if any, as applicable) and 30 days of annual leave.
