UNICEF’s Country Programme of Cooperation with the Government of Mozambique (2022-2026) includes strong focus on northern and central Mozambique, and the provinces of Cabo Delgado, Nampula, Zambezia and Sofala. It is important for UNICEF to ensure high levels of visibility around work being carried out in these provinces in order to:

  1. demonstrate to development partners and donors that UNICEF is delivering impact, on the ground, for children, and achieving agreed results with donor funding, and
  2. reinforce UNICEF’s advocacy for children with Government and other partners, showcasing approaches that work and advocating investment of political and financial capital, resulting in scale up of approaches that work.

In addition to duty station specific vaccine requirements, appointments are subject to confirmation of fully vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the appointment. It does not apply to UN Volunteers who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their contracts.

The UNV, who will be based in Pemba, Cabo Delgado Province, Mozambique, will have a joint reporting line to the Chief of Advocacy, Communication and Partnerships (ACP) and Chief of Pemba Field Office.

The UNV will work with key internal and external stakeholders including team members from ACP Section; technical focal points from programme sections in Maputo, Chiefs of Field Office and technical focal points in Pemba and Nampula Field Offices, and other relevant internal and external stakeholders including government counterparts, to:

• Support the planning and execution of communication, advocacy and resource mobilization activities focusing on UNICEF programming in Cabo Delgado and Nampula provinces. • Support collection of communication and advocacy content, including human interest stories, photography and video, beneficiary testimonials, focusing on UNICEF programming in Cabo Delgado and Nampula provinces. • Support visits to Cabo Delgado and Nampula provinces by development partners and donors, media outlets and journalists, professional videographers, and photographers, etc. • Provide support to office advocacy, communication, and partnerships activities (for Maputo Office and other Field Offices) as deemed necessary by technical Supervisor (Chief ACP).

Please note: While this position will be based in Pemba, Cabo Delgado, the UNV will be required to travel to Nampula Field Office on a regular basis, as needed, to effectively carry out the duties outlined above.

Pemba is a beach city located on the coast of Cabo Delgado Province. The climate is warm and tropical. Reasonable accommodation is available, and the town has numerous restaurants and hotels. Basic medical care is available through a number of clinics, while care for more serious issues is available at international hospitals in Maputo. Crime is an issue in some areas, with a recent increase in burglaries and robbery.

Mozambique is a unique country and Pemba is a unique (humanitarian) operation. It provides for an interesting and enriching environment, but also requires a mature level of cultural awareness, as well as more stamina and commitment than elsewhere to make life comfortable and affordable. Therefore, flexibility and the ability and willingness to live and work in harsh and potentially hazardous conditions, involving physical hardship and little comfort, are essential.
