Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

UN Women’s China Office in Beijing supports and carries out work on (i) enhancing women's economic empowerment; (ii) ending violence against women; and (iii) innovative work to address gender issues in China. In addition to the above, UN Women also actively participates and contributes to various UN inter-agency processes and collaborates with UN organizations around specific programme areas.

Domestic violence (DV), which refers to violence occurring within families and among co-habitants, is one of the most prevalent forms of gender-based violence (GBV) worldwide. Globally, women and girls make up the most of DV victims and survivors. In China, DV law was passed in 2015. UN Women continues to raise awareness and promote social norm change in prevention and response to GBV in China.

UN Women China office will hire a Consultant who will be responsible for programme support and on EVAW programme, CSO engagement and coordination, in line with UN Women’s work plan and priorities for 2021. The Consultant will work in close collaboration with the rest of the office, as well as the Asia Pacific Regional Office and other UN agencies as required.

Duties and Responsibilities

Roles and Responsibilities

Under the direct supervision of the EVAW Programme Analyst, the Consultant will be responsible for the achievement of the following tasks and deliverables:

1. Programme and coordination support on EVAW Programme

  • Provide support through development of project documents and other relevant documents for the implementation of EVAW programme.
  • Coordinate social norm change and communication related activities and campaigns on EVAW with relevant team members to ensure successful implementation of the programmes.
  • Provide support to the EVAW programme manager in monitoring and reporting of programme.
  • Provide inputs to UN Women reporting requirements on outputs, results outputs and outcomes.
  • Support mobilizing partners and stakeholder analysis, mapping for implementation of social norm change and communications related activities of the EVAW programme
  • Support the implementation of the above activities through development of implementation plan including preparations of procurement and partnership agreements (PA) as required.
  • Support the preparation of UN Women knowledge products as required, ensuring relevancy, quality and appropriateness of content and presentation.

2. CSO Engagement and Coordination

  • Coordinate and support the planned National CSO Consultation Workshop to identify common challenges faced by CSO duty-bearers and DV survivors in continuing service provision and sustaining operation during CoVID-19.
  • Coordinate and support the National Training of Trainers on Essential Services Roll-Out for CSO service providers to familiarize with the framework and provisions of the Essential Services SOP, develop knowledge and skills on supporting governmental delivery of essential services, strengthen capacity to monitor service delivery and advocate for better protection of women, girls, and other marginalized communities.
  • Under direct supervision of the Country representative, support coordination among women’s organization on priority advocacy areas including on ending violence against women, promoting women’s leadership, other normative engagement.
  • Support development of Concept Note (CN) and roadmap for young women’s mentoring and coaching programme and organization relevant consultation with the partners.

Duration of Assignment and Duty Station

The Consultant is expected to be based in Beijing in UN Women office, from 25 March to 10 October 2021.

Required Skills and Experience

Required Qualifications

  • Master’s degree in law, women’s human rights, international studies, social science or any other related discipline is required
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
  • At least 3 year of relevant work experience in any following areas: development programme/project implementation, coordination, monitoring and evaluation, donor reporting and capacity building is required.
  • Experience in the gender equality and women’s empowerment in China, preferably in the area of gender-based violence, access to justice and protection of women is required.
  • Experience in coordinating and liaising with government agencies and/or donors is an asset.
  • Experience working with CSO and women’s organization in China will be highly advantageous.

  • Work experience in the UN system is an advantage.

Evaluation Criteria

Applications will be evaluated based on the cumulative analysis.

  • Technical Qualification (100 points) weight; [70%]
  • Financial Proposal (100 points) weight; [30%]

A two-stage procedure is utilized in evaluating the applications, with evaluation of the technical application being completed prior to any price proposal being compared. The total number of points allocated for the technical qualification component is 100. Only the candidates who have attained a minimum of 70% of total points will be considered as technically qualified candidates who may be contacted for validation interview.

Financial/Price Proposal evaluation:

Only the financial proposal of candidates who have attained a minimum of 70% score in the technical evaluation will be considered and evaluated.

The total number of points allocated for the price component is 100.

The maximum number of points will be allotted to the lowest price proposal that is opened/ evaluated and compared among those technical qualified candidates who have attained a minimum of 70% score in the technical evaluation. All other price proposals will receive points in inverse proportion to the lowest price.
