ABOUT WFP

The World Food Programme (WFP) has been in Bhutan since 1974. After 45 years of support to school meals in Bhutan, WFP, through the Country Strategic Plan (2019 – 2023) is shifting its focus from food support for school feeding to providing institutional strengthening and capacity development in nutrition, agriculture and with building greater national resilience to natural disasters and climate change.

WFP is leading the UN Sustainable Development Partnership Framework (UNSDPF) (2019 – 2023) outcomes on setting up national rapid post-disaster needs assessment capacity; national rice fortification programme; transition of the national school feeding programme to a national school nutrition and feeding programme; and strengthening national capacity to prepare for and respond to disasters.

For nutrition, WFP is assisting the Government in developing a national social and behaviour change communication strategy to promote healthy eating habits and health practices dietary among Bhutan’s school children (6-18 years). Further, WFP is supporting the scale-up of the school nutrition and feeding programme with supply chain cost optimization, linking farmers to schools and school infrastructure. In agriculture, WFP is applying a system approach to agriculture value chain development and is assisting the Government across the whole value chain from demand creation for local food, production support, marketing, mitigating post-harvest losses, and through policy and inter-agency coordination support as well as assistance on enhanced cost efficiency and knowledge management. For disaster risk management (DRM), WFP is the UN lead and is assisting the Government in setting up national platforms to guide coordination, actions and investments in DRM.

To address the accelerating inequalities between countries and within the country caused by new technology, WFP is introducing a number of innovations that are integrated into national frameworks, build national human capital and support the Government driving down costs of programmes and services through use of new technology.

KEY ACCOUNTABILITIES (not all-inclusive)

The job holder will report directly to the Programme Policy Officer (NOB), under the overall guidance of the Head of Office (P4) of WFP, Bhutan, the subject position will carry out following task:

1. Develop and recommend country specific communications workplans to raise visibility of WFP’s work and enhance our brand recognition/WFP activities. 2. Conceptualize and develop communication products to communicate WFP’s Country Strategic Plan to target audiences. These may include videos, photos, text stories, social media posts and press releases to be disseminated through appropriate communications channels, i.e., www.wfp.org, social media, and media. 3. Develop and maintain relationships with influencers, journalists and media outlets-print, TV, radio, online-in the country and beyond to communicate the story of WFP to a wider audience. 4. Monitor and Manage media/public queries and reputational risk incidents by working closely with Regional Communication Officer and HQ. 5. Monitor and analyze traditional and social media to keep programme staff and Head of Office abreast of relevant trends and developments. 6. Identify opportunities to position WFP as an important player in the field of agriculture, nutrition and disaster risk management. 7. Prepare talking points and draft speeches for the Head of Office’s participation in high profile events and when engaging with the media. 8. Work with other UN agencies to promote cohesion and effectiveness of the UN’s Communications work. 9. Provide communications support to other units to ensure good practices and programme results are shared with RBB and HQ in a timely manner. 10. Explore Media Opportunities through events such as World Food Day, pitch WFP stories and organize media trips and staff interviews when appropriate.

RESOURCE MOBILIZATION

1. Support programme officials to leverage funding opportunities from new and traditional donors and private sector through effective communications. 2. Generate quality donor visibility content for use across a range of distribution channels such as online, print, and social media. Ensure content aligns with WFP corporate standards and messages. 3. Generate donor specific materials including briefing kits, reports, case studies, etc., to promote WFP to government partners, donors, foundations, and private sector.

REPORTING

1. Prepare monthly Country briefs, support the development of Annual Country Reports and other reports.

STANDARD MINIMUM QUALIFICATIONS

EDUCATION

• Advanced University degree in Journalism, Communications, Public Relations, International Affairs, Economics, Nutrition/Health, Agriculture, Environmental Science, Social Sciences or other field relevant to international development assistance, or First University Degree with additional years of related work experience and/or trainings/courses.

WORK EXPERIENCE

• At least 2 years of experience in advocacy, public relations, information and knowledge management, including experience in the preparation and production of materials for publications. Professional experience providing input into policy decisions and developing partnerships.

KNOWLEDGE AND SKILLS

• Excellent interpersonal skills required, including strong professional communication skills • Strong analytical and report writing skills • Ability to work within tight deadlines and manage multiple tasks simultaneously independently • Proven ability to conceptualize, develop, plan and manage programs. • Leadership and teamwork skills, good analytical, communication, negotiation and advocacy skills • Ability to work in a team and establish effective working relationships with people of different national and cultural backgrounds • Advanced computer skills with mastery of Windows and Microsoft Office

LANGUAGE

• Fluency in oral and written English language (level C) and Dzongkha.
