Job description

In times of multiple and overlapping crisis, the Federal Ministry for Economic Cooperation and Development (BMZ) attributes high importance to the development of inclusive and adaptive social protection systems. BMZ is committed to support the expansion of social protection around the globe and works closely with its multilateral and international partners towards achieving this goal. GIZ’s global programme “Global Alliances for Social Protection” supports this endeavor through 1. joint provision of a Digital Public Good (openIMIS), 2. work on standard setting for interoperability in digital social protection (Digital Convergence Initiative), 3. supporting finance mobilization for social protection (Global Shield and domestic resources), 4. enhancing bi-multilateral cooperation and 5. supporting leadership development for social protection.

Your tasks

  • Advise on sustainable financing of social protection, e.g., on the mobilization of domestic resources, socially just taxation, subsidy reforms and fiscal policy
  • Coordinate activities in intervention area 3 of the programme supporting finance mobilization for social protection in cooperation with bilateral projects in countries as well as the global projects on good financial governance and other thematically related programmes
  • Facilitate dialogue and cooperation with international partners, e.g., the International Monetary Fund about Article 4 consultations and capacity development, the UN system with regard to the Integrated National Financing Frameworks as well as the World Bank on public expenditure reviews
  • Prepare and steer expert support via consulting contracts
  • Conceptualize capacity development activities and coordinate with international partners on knowledge management in this area
  • Feed experiences from country level back to BMZ and global fora and committees, working groups etc.
  • Other tasks as necessary

Your profile

  • A relevant university degree at Master’s level in Economics, Finance, Political Science, Social Sciences or related fields
  • Long-standing relevant professional experience in development finance or a related field
  • Sound knowledge of public financial management in development contexts; a focus on social protection financing, social spending, subsidy reform, taxation, budget support and related topics
  • Several years of experience in cooperating with development banks, such as the World Bank, Inter-American Development Bank, Asian Development Bank or KfW Development Bank, as well as the International Monetary Fund
  • Work experience in low and/or middle-income countries, in the global South would be advantageous
  • Proven analytical skills, communication and advisory skills, teamwork ability as well as ability to work independently
  • Business fluent in English; German and/or French would be an asset

This job is suited to a full or a part-time position.

The willingness for frequent business trips is required.
