UNICEF works in 190 countries and territories to save children's lives, defend their rights and help them realize their potential. UNICEF in Senegal identifies the fostering of young and adolescent’s people’s participation particularly adolescents girl’s as one of the key strands to accelerate progress and deliver results. Senegal has a youthful population. The average age was 19 years. Senegal is one of the countries whose youth development index scores improved by at least 10% since 2010. The improvement was due to an increase in secondary school enrolment and/or literacy rates and the reduction in adolescent fertility and youth mortality rates. In this context, the UNICEF office in Senegal is seeking the services of a Volunteer specialist to support strategy and interventions for, with and by young people and organizations.

Under the direct supervision of Social Behavior Change (SBC) officer the national UN Volunteer will undertake the following tasks:

• Support the design and development of SBC strategies and gender-transformative interventions that engage adolescents and young people as change makers through participation platforms.

• Strengthen adolescent and youth participation in programme design, delivery, and monitoring.

• Develop strategies to engage adolescents and young people by leveraging emerging trends in technology and innovation.

• Mainstream gender-transformative approaches across all programming.

• Design and implement a strategy for U-Reporter engagement and community mobilization.

• Monitor the development and implementation of roadmaps advancing the Dakar Declaration.

• Generate evidence-based recommendations to inform policy and improve practices.

• Provide support to the Gender Task Force and programmes in promoting this cross-cutting theme.

• Ensure the implementation of the ongoing gender initiatives within the Office (Implementation of the Gender Action Plan, the empowerment programs in Sédhiou and Kolda, partnership with the Ministry of Health, Partnership with African Organization of Senegalese Youth (AOJS)).

• Document and share lessons learned and best practices with UN Volunteers across the regional project.

Dakar is located on a peninsula on the western shore of Senegal and has a population of more than 2.5 million. Like many African cities, Dakar is characterised by uncontrolled growth that lacks urban planning, and the ubiquitous contrast of wealth and poverty. Conditions in the extensive settlements along the city’s outskirts are overcrowded, with an average density of up to 8,000 people per km2. In addition, people live in underdeveloped and unsafe housing, especially in times of flooding.
