Background Information - IPAS

Based in Copenhagen, Denmark, the UNOPS Integrated Practice Advice and Support (IPAS) serves all the regions and headquarters, primarily with advice and solutions to everyday implementation challenges. IPAS consists of a diverse team of subject matter experts in the six practice areas of HR, Administration, Legal, Finance, Procurement, Project Management and Infrastructure. IPAS has three main roles:

Support to operations in the field offices: IPAS provides timely advice and supports actively finding of solutions to everyday implementation challenges, based on policy and best practices. It also provides operational support in specific areas.

Business efficiency: IPAS recommends changes to policies, processes and operating standards based on the feedback and experience of the field offices. IPAS also ensures transparent and efficient project implementation, in line with policy and business needs.

Body of knowledge: IPAS contributes to research and coordination within the policy groups and project practitioners. It provides structured knowledge and subject matter expertise which is used across practice areas to provide coherent and tailored advice to the requesting offices.

Functional Responsibilities

The Administrative Senior Associate (Insurances) will be part of the IPAS Admin team. This team provides advice and support to all field offices and headquarters on matters related to asset management, travel, and insurances. The team is composed of six colleagues, five of them are in Copenhagen, one is based in Bangkok. The team also provides capacity building and training on travel, insurance and asset management and prepares knowledge products such as internal guidance, online trainings etc. The objective of the team is to build local capacity, to find solutions for complex problems and to enable field operations to run smoothly.

IPAS Admin is responsible for the administration of the insurance portfolio of UNOPS, this includes both personal (for example medical plans, death and disability plans among other) and corporate insurances. IPAS Admin manages the contracts including running procurement processes to renew contracts; advises on the policies, and supports claims management. The Administrative Senior Associate (Insurances) will work under the supervision and overall guidance of the IPAS Admin Advisor to support the management of the insurance portfolio. He/She/They will work closely with other HQ teams, in particular with the UNOPS Risk Unit, as insurance matters require consultations with a number of different stakeholders.

Under the overall guidance of the IPAS Admin Team Lead, the incumbent will be responsible for the following tasks:

1. Support to contract management of the UNOPS Personnel insurance program

  • Monitors the validity of the policies and the performance of the insurance providers / broker /underwriters and reviews existing and new insurance requirements to assess existing coverage and potential gaps.
  • Coordinates the procurement process in collaboration with IPAS Procurement for UNOPS insurance policies and in consultation with relevant stakeholders for insurances.
  • Supports monitoring of insurance programs’ performance with particular focus on loss ratios, cost drivers and cost containment measures.
  • Manages claims on insurances, in particular service incurred and death and disability insurances, including reporting and processing of claims.
  • Monitors insurance coverage and risks, claims processing, and claims recovery. Propose areas of improvement for insurance.
  • Liaises with internal stakeholders (policy owners) on a regular basis.
  • Supports periodic renewal plans negotiations for personnel insurance programs with insurance providers as relevant
  • Participates in interagency coordination activities and knowledge sharing related to insurance.
  • Liaises with relevant UN bodies, such as the United Nations Risk Management Unit on Insurances and the United Nations bodies relevant to staff insurances.
  • Supports the preparation of reports and communications materials regarding insurance matters.

2. Support and advisory to operations

  • Responsible for the insurance help desk function providing day-to-day advice and support for all personnel with regards to their personnel insurance coverage, eligibility issues, insurance / claims processes and escalated complaints.
  • Provides advice and support to UNOPS country offices and HQ on questions related to insurance.
  • Works closely with other IPAS teams and policy owners to provide integrated and comprehensive advice on all processes related to insurance management in UNOPS.
  • Provides guidance and support on insurance coverage and processes to the Partner Liaison Group in relation to partner personnel

3. Support to Policy and Process Articulation - Contributes to the development and update of policies and processes related to insurances, ensures close collaboration with relevant policy owners or stakeholders. - Contributes to policy management reviews, with a focus on simplification, innovation and identifying efficiency gains.

4. Knowledge Management and capacity building

  • Contributes to initiatives for documenting and communicating on best practices and lessons learned, and actively supports the operationalization of the Knowledge Management Strategy of UNOPS.
  • Conduct briefings tailored to the needs of UNOPS country offices and projects with focus on awareness raising and capacity development on insurances, scope of insurance cover, areas of operational risk exposure and management.
  • Contributes actively to the preparation of reports, presentations, and other communication and training materials as needed

Education/Experience/Language requirements

Education:

  • A secondary Education/High School Diploma is required;
  • A university degree would be an asset, and may substitute for some of the required years of experience but is not a requirement.

Experience:

  • A minimum of seven (7) years of progressively responsible experience in administration management and operational functions;
  • Within these 7 years, at least 3 years of experience working with insurances
  • Experience with administration or management from a UN entity or similar is desirable;
  • Experience with internal client management and service provision is required.

Language:

  • Fluency in written and spoken English is required;
  • Knowledge of French and/or Spanish would be a strong asset.
